3?laws for the operation of Cleveland County hospitals by the Cleveland County hospital 'board of trustees, governing body of both Shelby and Kings Mountain units, were adopted August 18, 1945. They follow: ARTICLE I The By-Laws of the Board of Trustees of Cleveland County Hospitals and- the Rules and Reg ulations which shall control the government and operation of the Cleveland County Hospitals shall be as 'are herein provided, and these By-LaWs, Rules and Regu lations shall supersede, upon the effective date hereinafter provi ded, all By-Laws, Rules, and Regulations heretoforeadopted. ARTICLE II Fiscal Tear The fiscal year of the Cleve Hand County Hospitals shall be gin on the first day of January and end on (he thirty -first day of December. ARTICLE III Meetings SECTION 1. The Board of Trus tees shall hold regular meetings on the third Wednesday of each (month or on any other day of the (month that meets with the ap proval of the entire Board. Spe cial meetings may be held atlthe call of the Chairman or any member of the Boardf. The regu Bar meeting in July shall be known as the Annual Meeting. SECTION 2. A majority of the Board of Trustees shall consti tute a quorum. SECTION 3. The order'of busi ness of the meetings of the Board of Trustees shall be as followis: 1. Meeting called to order. 2. Reading of minutes of the previous meeting. 3. Correction and approval of the minutes. 4. Reading of communications. 5. Report of Superintendent. 6. Report of Medical Staff. I 7. Unfinished business. ? 8. New business. 9. Adjournment. SECTION 4. At each annual meeting of the Board of Trustees a chairman, a vice-chairman, and a Secretary shall be elected. ARTICLE IV Duties of Officers Section 1. The Chairman of the Board of Trustees shall exercise general supervision over the af fairs of the Board and shall pre side at all meetings. SECTION 2. The Vice-Chair man shall perform the duties of the Chairman In his absence. SECTION 3. The Secretary shall keep the minutes of the meetings of the Board of Trus tees; notify all members of the Board of regular and special meetings; and perform such oth er duties as may pertain' to his office. . SECTION 4. The members of the Board shall be notified at least three days before the time of the meeting and, If a special meeting, the nature of the busi ness for which the meeting is called shall be stated. ARTICLE V Duties of Saperintedent SECTION 1. Subject to the terms and provisions of these By-Laws, Rules, and Regluations, and subject to the directions and control of the Board of Trustees, the management of the hospital shall be vested in a Superinten dent elected by the Board. SECTION 2. It shall be the du ty of. the Superintendent to Su pervise the carrying out of all the rules and regulations made by the Board of Trustees for the proper conduct of the hospital routine Hie Superintendent shall report to the Board of Trus tees any violations of the Rules and Regulations with a state ment of the circumstances con nected therewith. He shall under take to procure compliance with, but shall not attempt ,to enforce, the Rules and Regulaions, except those respecting original admis sion of the patients to the hos pital. SECTION 3. When acting with 1n the scope of his or her au thority, the Superintendent shall directly represent the Board of Trustees in all matters pertain ing to the management of the hospital and shall 'be responsi ble to the Board alone for the proper performance of these du ties. SECTION 4. The Superinten dent shall be responsible for the employment or dismissal of all employees of the hospital, ex cept the heads of major depart ments, which shall be done only with the prior approval of the Board of Trustees. SECTION 5. The Superinten dent shall keep or cause to be kept a record of the economic status of all patients treated free Of charge or for less than actual per day cost which record shall be reviewed from time to time by the Board of Trustees. No pa tients shall receive a discount from the regular rates charged I by the hospital tf he or she 1s (fi nancially afble to pay. , SECTION 6. It shall be the du ty of the Superintendent to ei ther collect all horpital fees from patients able to pay, or make satisfactory arrangements for the payment of same, before the patient leaves the hospital. SECTION 7. The Superinten dent shall report at each Tegu lar meeting of the Board of Trus tees, on forms prescribed by .the Board, the amount of work per formed by the hospital during the preceding month and its fi nancial condition. SECTION 8. The Superinten dent shall have prepared by a competent auditor an qnnual re port on the financial affairs of the hospital which reports shall be presented to the Board of Trustees as Its second meeting of the fiscal year. * ARTICLE VI Msdlcal Staff The Medical Staff of the Cle veland County Hospitals Shall consist of those duly licensed and qualified practitioners, who shall voluntarily signify theid willing ness to become members of, serve on, and perform the duties of the Medical Staff of the hospi tal. The members of the Staff shall be divided into five groups, namely: Active, Associate, Con sulting, Courtesy, and Honorary, and the duties of the Staff shall consist In providing proper med ical service for all free patients. Nothing heTeln contained shall be construed as requiring mem bership of the Medical Staff of any physician a a a condition for practicing or using the facilities of the Cleveland County Hospi tals. But, those physicians, who voluntarily become members of the Staff, shall perform the du ties thereof so long as they re main members of the Staff, In accordance with and subject to the Rules and Regulations of the Cleveland County Hospitals as adopted by the Board of Trustees. A RTICLE Vn Ralsa and Begnlattens Govern ing Ths Um and Operation of tb* Hospital SECTION L All emergency ca ses shall be promptly admitted to the Cleveland County hospl tals and necessary treatment and care given as required by the na ture of the case. Except in emer gency, no patient shall be admit ted to tho Cleveland County hos pitals until after a provisional diagnosis has been made and the consent of the Superinten dent or his representative secur ed. Physicians seeking admis sion of private patients shall furnish such information as may be necessary to assnre the pro tection of other patients from those who are or may become a source of danger from any cause whatsoever. SECTION 2. All free patients shall be attended by the Medical Staff and shall be assigned to the service concerned In the treatment of the condition which necessitated admission. Any funds collected from paupers shall be prorated between the attending physician and the hos pital whether collected by the at tending physician or the hospi tal. Paying patients applying for admission, who have no attend ing physician, shall toe assigned to the members of .the Active Medical Staff in rotation. SECTION 3. All orders for treatment or patients shall be in writing. An' order shall be con sidered, to be in writing If dicta ted to a senior nurse or other au thorized person and signed by the physician. Orders dictated over the telephone shall be sign ed by the person to whom dicta ted with the name of the physi cian per his or her own name and shall be formally signed by the physician at the next visit. SECTION 4. The attending physician shall prepare a com plete and legible medical record, on forms provided by the Cleve land County hospitals, for each patient treated' in the Cleveland County hospitals whether free or pay. SECTION 5. Patients shall be discharged only on the written orders of the attending physici an who, at the time of discharge, i shall see that the medical rec ord is complete and sign the same No medical record shall be filed until it has been completed and signed by the attending physician. SECTION 6. All records are the property of the Cleveland Coun ty Hospitals and shall not be ta ken away without the permis sion of the Superintendent. In case of re-admission of a patient all previous records shall be made available for the use of the attending physician whether attended by the same physician or by another. SECTION 7. Except in an e mergency, consultation, with an other duly qualified physician shall toe required in all cases where the patient is not consid ered a good risk and In all cu rettages, hysterectomies, or oth er operation 8 which may lead to the interruption of a known, sus pected, or possible pregnancy. The consultant shall make and Sign a record of his findings and recommendations which shall be made a part of the medical rec-| ord. SECTION 8. All operations per formed shall be fully described toy the attending surgeon and all diseased tissues removed at op eration shall be sent to the hos pital pathologist who shall make such examinations as he may consider necessary to arrive at a pathological diagnosis. Section 9. Except when pre vented from doing so by reason of Illness or other unavoidable cause, the attending physician Shall toe considered as having re fused to comply with SECTIONS 4 and 5 above, H the medical re cord has not toeen completed and I signed with ten days following [the dfceterce or death of th* patient. Vv Dr. Ramseui Only Kings Mountain Native Among Medical Contingent Dr. William Lee Ramseur, who holds Number 2 rank in seniority among Kings Mountain medical doctors, holds the distinction of being the only. Kings Mountain native now practicing medicine in his home community. Dr. Ramseur was born in Kings Mountain on June 20, 1900, and except for years away at school, has lived in Kings Mountain all his life. He went off to finish high school at Westminister Prep In Rutherford County, then spent four years at Davidson Col lege, obtaining his undergradu ate degree, before enrolling in the Medical College of South Carolina, at Charleston. Com pleting work for his medioal de gree, in 1926, Dr. Ramseur spent th ensuing two years as an in terne at McLeod Inflrmay, Flor ence, S. C., hanging out his shin gle tjere In June 1928. Thus, for 23 years come June, he has been delivering the children adminis tering to the 111, and otherwise' attending to the ailments of ma- . ny Kings Mountain citizens. Medicine has come a long way in these 23 years, and Dr. Ram seur rates the discoveries of the medical advantages of the sul pha drugs and anti-biotics (pen icillin, etc.) as the most helpful to the general practitioner, as well as to all medicine. "We don't see near as much pneumonia, mastoid and bealed ears of pleurisy as we did in the late twenties," Dr. Raittseur says. "The reason is that the ministra tion of these drugs prevents the development of these complica tions." Dr. Ramseur is another of the old school of general practition ers who navigates on energy and interest in doing the job, in the face of frequent loss of sleep. He estimates that he has helped 1, 500 to 2,000 youngsters see the light of day, and, of course, all did not arrive exactly on sched ule. Off duty, when he can steal the time. Dr. Ramseur specializ es in duck -hunting and fishing and, in fact, owns a piece of an island off the North Carolina DR. RAMSEUR ? Dr. William Lee Ramuur U a veteran oi 23 years in medical service in Kings Mountain. He holds the distinc tion of being the only Kings Mountain doctors. Dr. Ramseur, like other Kings Mountain doctors who have "built many miles attending to pati ents in out-oi-town hospitals, is happy that the Kings Mountain Hospital has been transferred from drawings to actuality. He feels it will be a community as set, not only to the physicians, but to all Kings Mountain citi zens, their families and kin who have occasion to use it. Mrs. Ramseur is the former Christine Rhyne, of Mt. Holly, and the two young members of the family are William Lee Ramseur, 7, and Coral Ramseur, 5.
