NOTICE OF SALE OF PROPERTY FOR UNPAID 1955 CITY TAXES In pursuance of law, I will sell at the City Hall in the City of Kings Mountain, North Carolina, beginning at 1 p. m. MONDAY. SEPTEMBER 10. 1956 for unpaid City Taxes, the following described lands. Social Secuit; Manager Notes New Features In My last article I told of self-! employed lawyers, dentists and other professional people now covered by social security. Under the 1956 amendments to the law, their earnings started to 'count towards old-age and survivors in surance protection for themselves and their families as of January 1, 1956. Naturally, they want to know how long it will take them to become insured under the law. To become insured under so cial security a person must have been in work covered by the law for a specified length of time. The cause his work was not covered amount of work required is mea sured in ‘‘quarters of coverage” which, in a general way, corres. ponds with a calendar quarter of work. A self-employed person gets four quarters of coverage for a year which he has $400 or more in net earnings from self, employment. The usual require ments for becoming insured are one quarter of coverage out of every two calendar quarters elap sing afte 1950, provided there are at least six quarters of coverage. Under the amended law, a person who works, continuously after 1955 can become insured with fe wer quarters of coverage. This change in the law permits self, employed professionals and oth ers brought under social security as of the beginning of this year to disregard their years of non. coverage in acquiring an insured status under social security. For example, Dr. Jones, a self employed dentist, is now age 63. He had never been in work cov ered by social security before January 1, 1956. Dr. Jones will reach 65 in 1958—two years after his self-employmesnt first became covered under +he amended law. If his birthday is before April first, he will need to have a quarter of coverage in each of the 8 quarters elapsing after 1955 and up to the quarter in which he reaches 65. If all these quar ters of coverage, he will be in sured for old-age benefits if he elects to retire at that time. If Dr. Jones’ birthday occurs fin the second calendar quarter of the year, he will need 9 quar ters of coverage before then; if he reaches 65 in the 3rd quarter of 1958, he will need 10 quarters of coverage before that time. CURRENT DIVIDEND RATE 3% however, Dr. Jones would be in sured as early as April 1957 if all 6 of the quarters elapsing after 1955 and through the second quar. ter of 1957 are quarters of cove rage. He would not then be insured for retirement benefits, as he would not yet be 65, but if he should die at that time, survivors payments could be made to cer tain dependents, as he would have met the minimum requirement of six quarters of coverage. Ordinarily, benefit amounts are based on a person’s average earn ings in employment or self-em ployment covered by the law af. ter 1950. II all the time elapsing after 1950 were used in figuring this average, self-employed pro fessionals newly brought under social security would have five years in which these earnings were Mot covered and would count against them. The amended law permits the dropping of these five years. A self-employed dentist, law yer, or any other person whose work was first covered by social secuity this year, will not have his average earnings reduced when he qualifies for benefits be caus his work was not povered in the years 1951 through 1955. 16-Oz.
