It is the place are want to call home. I In March of this year, a survey was made of the environmental sanitation aspect of our county fey members of the staff of your health department. The objective of this survey was to ascertain how well our county . -ontpare.l with this community. That. «r felt, was our duty to provide a clean, healthful and pleasant place for our citizens to live, work, and play. We felt it our du ty to provide an environment of a quality that would contribute to the growth of the children in our county; one that would play an, important role in the promotion of security ami happiness of t; citizens. W hat wen* the ihservat ions made, and recorded by means of photo graphs. endangering our health and well-being? Garbage, rubbish and trash picked up from resi dints anil business places and dumped alongskl* highways end roadways, open fields and gullies in pi.i ticatly all nr* .is of ihe unty. This refjse was being hauled hv unsupervised haulers .n vehicle* of all types and des eriptioits. ranging from a wagon a mi horses to a steel bodied truck witSi a tarpaulin cover. What r e mained on these vehicles, with the exi■option of the steel bodied truck with a cover. and not strew ed along the highway by wind as if is being hauled, was dumped at the nearest point on the route not too obvious to public view. Near ness to othe rhomes or places of business was not a factor for con sideration in this method o f handling garbage. For example. one ''hauler" who was serving approximately six hundred residents and business establishments, with an old model pick up truck and one helper, was dumping his "pay load” on ground surfaix* in an open field. Within five hundred yards of this "dump" was ten homes, a trailer park, two stores with meat mar kets. and an eating establishment. This dump, when located, wfas spread over approximately an acre of ground and was approxi mately six feet in height. At this site was an ojien pit privy for use of the hauler and his helper; the raw garbage was prevalent as it came from the kitchens of the residents and business estab lishments; rubbish consisted of dicarded cans, bottles, cardboard boxes, old clothing, rags, etc; and the trash consisted of old lumber, trees, and shrubbery trimmings, old tin's, automobile parts and so forth. Needless to say. flics of various species and stages of development, rat* of al| sizes up to a foot in length and almost that tall, roaches, stray dogs and no doubt wild vermits, were breeding, harboring and feasting on this unsanitary environmental condition while the health and well being of our children and adults, was being endangered, and pro|ierly was being subject to destruction by the potential fire hazard which could erupt at any time from spontaneous combus tion. The situation described above was the largest and most danger ous "dump" observed. Then’ were other* however, both large and small. These were the results of other "haulers” serving the coun ty with garbage disposal services, and individuals who chose- to dis pose of their own by hauling it to the county and disposing of it at the nearest site where someone else had started a garbage pile. Theae wh> located in moat In stance* alone the side of the highways and roadways and in ditrhes and gullies not difficult to reach. Only one instance was ob served where a gully was being used and dirt was used to cover up the debris. As mentioned above, photo graphs islides i were made of the wnrst instances of abuses to the onvironmeni as observed on this survey. These were used to show the Cleveland County Board of Health and the Board of County Commissioners. The local Health Department, under existing Rules and Regulations, could only class such Instances as cited as nuis ances. However, the State legis lature. in their last session, adopted an Act to authorize coun ties in the State to regulate the collecion of garbage. This act re quested by the N. C. State Board of Health, empowered the Hoard of County Commissioners of any county to regulate the collection anti disposal of garbage by pri vate persons, firms, or corjKjra tions outside of the incorporated cities and towns of the county tot the purpose of piniu'aginf and •attempting; an adequate and con? ti-nuing service of garbage roller tion and disposal where the board deems it to he desirable. When photographs of the situa tion pertaining to this matter was pr«*sented to the local Board of Health and County Commission ers. all concerned agreed that Im mediate and concise action should he taken. Tnj*. the promulgation of the Cleveland County Garbage Ordinance, which became effec tive July I. 1964. Today, already, our I'ounty has taken on a more healthful, clean ami pleasant smile as a result of this positive environmental ap proach to health.
