"I favor a sound Social Security System
and I want to see it strengthened. I want to
see every participant receive all the bene
fits this system provides. And I want to see
these benefits paid in dollars with RKAL
purchasing power.
I have voted for genuine improvements
in the system since I have been in the Sen
ate. I supported the 1956 amendments to the
Social Security Act and, in 1958. I voted to
raise benefits so that their value in terms
of purchasing power would be preserved. !
voted in 1956 to lower from 65 to 62 the age
at which all women could claim OASI bene
fits.
Social Security is a system of BASK' pro
tection for the axed. In addition, most Amer
icans now participate in private pension
plans while many have their own savings
and investments. Social Security was never
intended to replace voluntary programs. Its
prime purpose was and is to supplement
them, to provide a basic floor. I am con
vinced it can do the job. the job for which
it was created.
We will not preserve the Social Security
system if we saddle it with unnecessary
burdens, such as medicare We penalize
every aged citizen if we thus bankrupt the
system which protects them.
ON PEACE THROUGH STRENGTH
Essentially, protection against need in
America depends on a free economy which
produces an ever-growing abundance and
an ever-greater opportunity for all In this
framework. Social Security has a vital and
legitimate supporting role."
A major concern of mine has been tlu*
military security of this nation. Some dis
tort this proper concern to make it appear
that I am preoccupied with war.
Thera Is no greater political lie.
1 am preoccupied with peace!
And I am fearful that we are letting the
peace slip away, as we have thn>e limes
since 1914, by pretending that there are no
threats to it.
This Administration, which inherited the
mightiest arsenal for the defense of free
dom ever created on earth, has so dismantl
ed it that we face the prospect of going into
the decade of the 1970s without a single
one ol the flexible, manned weapon* which
give us the vital options of controlled, grad
ualed deterrents — rather than only a ca
pacity lor all-out, intercontinental nuclear
controntaiion.

We understand the enemy. We under
stand his aims. Wo understand that ho al
ways has and always will take risks and
seek advantages when tempted by weak
ness.
We seek a strong America because only a
strong nation can keep the peace.
I do not intend to |>o a wartime President.

will, weapons, or leadership.
