He is an honorary merr.'ber of the North Carolina Eye Bank and Eye Bank Association of Amer ica and was Wake Forest Col lege’s representative to the Inter national pre-medical honor socie ty convention in Toledo, Ohio, in the spring of 1962. Tuesday that a telephone con- v^ersation with John Singerhoff. •Iiief of Education Commissioner Francis Keppel’s news section, .'cvealed that the reasons for not accepting the plans are not be ing released to the press. Singerhoff also reportedly said that “the plans liave not boon turned down, they have just not been accepted. Publishing the reasons why tlie plans were not acc'epted can serve no useful pur- po.se.” He was also quoted by The Star as saying that each school unit was being contacted and that negotiations are being un dertaken to bring the plans in compliance with the Civil Rights Act. School Plon choice of school will be made us ing the same criteria as u.sed for first choice and based on resi dence proximity to the school. If no choice is indicated by parent.s, assignment will be made to the school last attended or to the nearest school with adequate fa cilities and not over loaded using the same criteria as used to make assignments after first and sec ond choices have been indicat ed.” Supt. Barnes’ letter from Dr. Keppel read: “The plan for desegregation submitted by your school district to comply with Title VI of the Civil Rights Act of 1964 has been reviewed by the staff of the Of fice of Education. “Section 80-4(c> (2) of the de partmental regulation issued un. dor Title VI requires the Commis sioner of Education to determine whether such plans of desegrega tion arc adequate to accomplish the ouryoses of the Civil Rights .^ct CkUd the regulation. On thej basis of our review, the plan sub-1 mitted lacks the provisions which | would be necessary to find it adequate under the regulations.” The commissioner did not elab orate. He offered the assistance of his department but did not say why 28 N. C. .school units* plans were inadequate. The Shelby Daily Star reported Supt. Barnes had had no fur ther communication with the De partment since the form letter is sued by the commissioner's of fice May 20 and the subsequent telephone conversation Tuesday.
