They were also made at a time when India is paying Russia for over $1<K) million for je* fighter planes. If we look at the total outlays from IDA, we see that through 1967, 71.8'Y of the funds wt'n‘ to India and Pakistan. Those two nations have great internal pro blems and are hitter enemies b<'- ca^Lse of conflK'iing ‘erritorial claims. U. S. foreign aid in the past has been in the embarrass ing position of contribulini to armtxl conflict be ween these liAo countries.
