Page 5 :a ■ ■ - A PROCLAMATION WHEREAS, the civic bodies and service organizations of our State and the departments of the local and State governments recognize the great service rendered to North Carolina by th North Carolina Jaycees, and WHEREAS, the United States Jaycees and its affiliated state and local organizations have set aside the week of January 17-23, 1971 to observe Jaycee Week, and WHEREAS, this organization of young men has con tributed materially to the betterment of North Car olina throughout the year. THEREFORE, I, Robert W. Scott, Governor of the State of North Carolina, do hereby proclaim the week of January 17-23, 1971, as JAYCEE WEEK and urge all citizens of our State to give full consideration to the future services of the Jaycees. Your examples of leadership fill us with pride, and our town is a better place to live in. Thanks, we are grateful. William K. (Bill) Hobbs, a 28-year-old educator from Forest City, was elected the 24th President of the North Carolina Jaycees at theii State Convention in Charlotte last May. Since 1963, when he became a Jaycee, Hobbs' name and the Jaycee ideal of "Service to Humanity" have been synonymous, having captur ed nearly every award or honor the Jaycees bestow, including two cov eted Distinguished Service Awards (D. S. A.). A native of Wilmington, Hobbs moved to Forest City in 1967, accept ing a post in the History and Political Science Department at Isother mal Community College. Eighteen months later he was named Chair man of the Department and now serves ICC as Director of Public Rela tions and Development. When his tenure as President of the Jaycees is completed, he plans to continue his teaching career at Isothermal, a spacious, progressive facility lying at the foothills of the beautiful Blue Ridge Mountains. Hobbs' Jaycee career began with the Cape Fear Jaycees in Cum berland County in that chapter's charter year. He served as local sec retary, vice president, president and state director. On the state level, he has been state chairman for Spark-Plug and Community Development, receiving the C. Durward Walker Memorial Award for his outstanding contribu ions as a state chairman. Hobbs has served two regions as a State Vice President, distin guishing himself in 1968-69 as the most outstanding state vice presi dent in North Carolina as V.P. of A rea "B" in the Western Region. He was further cited as one of the 10 most outstanding State Vice Presi dents in the Nation. At the time of his election, Hobbs was winding up a year as N' tional Director of the Western Region.
