Over this time, I have reporto<l back to you In the Washington Report an in- depth discussion of some of the issues and legislation that Con gress has faced recently. This week. I would like to present a 'review of some of the votes I have cast recently in the House of Representatives. | Debt Ceiling: Two weeks ago, the House of Represenlatices passed legislation temporarily ex tending the national debt celling. Over the years, I iiave opposed such bills. The practice has been for the administiation to come runn ng to congress to ineri-a.se the debt ceiling eveiy lime it runs out of monc-y. As a result, this action is never considered in di rect relationship to the spentling bills pa.s.sed by congress. I will continue to vote against this type of legislation until Congre.ss takes action On pending legisla- I tion which I have sponsored along | w.th my colleagues on the Joint i ' .Study Corhmltfee on Budget Con-1 ' trol. This legislation would re-i i form the Congicssional approp riations process and, in rr' op n- lon, is the ne:e.ssary first step in developing f.sca! re.sponsibillty in the Federal budget. But the pa.n history of the legal services system shows a clear pattern of misuse of funds for dubious purposes. Ail too jft- en, the legal services program has used harassment suits in our ; courts of law, pitted government i agency again.st government a,gcm- cy, and used government funds for political purpose.s. 1 have in- troducefl legislation th:it, I feel, would curb these abuses and yet provide ncx-ded legal services for the indigent. Ba.sically. my bill would allow the states, under in- dividualiz.cal state programs, to administer the progrtim under hloc grants from Washington. ^ Coming up: With.n the next two weeks. Congress w ill be con- si iering war powers legislation. This leg slation is de.signed to correct some of the Constuutional im alances between the legisla tive and executive branches in foreign and military policy that the Indochina conflict has brought to attention. 1 hope tliat the Congressional debate will center on the larger and more important pue.stion of how to de velop a more respons vo system of Congressional control over for eign aivi military operations.
