students far exceeds the original
three R’s.
Evans Is a native of Mars Hill
who came to Kings Mountain
from Orlando, Fla. where he was
principal at Oakrldge High.
Before entering the teaching
profession, Evans graduated
from Mars Hill College, Wake
Forest, University of North
Carolina and University of
Miami. He holds an AA degree, a
BA degree, a Master of
Education degree and has one
year of post graduate work,
which Is one year beyond Master
degree status.
Prior to coming to Kings
Mountain Evans also served as
principal In Waynesville. There,
he recalled, having a teacher
who had a student that was very
hard to handle.
“The boy’s name was Wylie,"
Evans chuckled. "He would do
things like climb up Into the
window and sit or disturb the
other students. Sometimes he
was a danger to himself. For that
the teacher Instructed all of the
other students to keep an eye on
Wylie to keep him out of trouble.
"One afternoon I saw the
teacher out on the campus,”
Evans said, "and started over to
speak to her. She was talking to
another student at the time. She
told the other student to run back
to the class and tell Wylie to quit
doing whatever it Is he Is doing.
The student asked ‘What Is WyUe
doing? ’ I don’t know, the teacher
replied, but It must be
something, because here comes
Mr. Evans."
to kindergarten. Some five and
six years olds are not as mature
as some four-year olds. By the
same token there are other five
and six who are more mature
than some first graders.
Of the more recent changes In
education, Evans said he has one
complaint. ’The recent talk of
extending the public kin
dergarten program to Include
four-year-olds.
"I think more emphasis should
be placed on the maturity of the
Individual child," he said.

“We have too many Immature
students In class now. I think
there should be mere parent
Involvement in the decision to

Evans said the stories about
more students graduating from
high school unable to read and
write Is true. "Students now
have too many outside activities
they are involved with to really
place enough time and thought
on their studies. ’They just don’t
take time to learn the three R’s."
Of Bethware School Evans
said, “I feel we have the best
faculty and probably the most
parent support of any school In
town. It has been a pleasure
working at Bethware and In the
Kings Mountain District schools.
Mr. (Don) Jones, the superin
tendent never Interferes in the
running of the school. He puts
you on the job and expects you to
handle matters to the best of
your ability.”

he or she doesn’t, who will?"
Jones has commented that he
feels if a person has the
responsibility, then that person
should have the authority that
goes along with It.
Evans and his wife, OlUe
Parris Evans of Hot Springs,
plan to leave Kings Mountain In
about threee months for their
home In Orlsuido, Sla. If his
plans work out they will spend
their winters In Florida and the
summers at their place In
Madison County.
Evans said the success of a
good principal depends on "that

Is a supervisor for Eastern
Airlines, and Mary Helen, a
stewardess with Eastern. Mary
Is a graduate of Kings Mountain
High.
City Of Kings Mountain Budget Ordinance
WHEREAS, the following Appropriation Budget has been prepared and submitted
to the Mayor and Board of Commissioners for the City of Kings Mountain and
has been studied by each of them, and
WHEREAS, the Law requires that a Budget be Adopted by the Governing Body of
the City of Kings Mountain not later than the 1st day of July:
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF COMMISSIONERS FOR THE CITY
OF KINGS MOUNTAIN, pursuant to a Special Meeting of the Board of Commissioners
in Council Chambers at the City Hall:

That there is hereby set aside and appropriated from Current Revenues and to
be received during the fiscal year beginning July 1, 1976, and ending June 30,
1977 for the Maintenance and Operation of the General Government of the City
of Kings Mountain ancj its various Departments and for its payments of its
Bonded Indebtedness and Interest thereon, the following amounts of money and
the payments of said sums are hereby authorized for the items herein set out:

The Tax Collector for the City of Kings Mountain is hereby authorized,
empowered and directed to proceed to collect taxes levied upon all real and
personal property within the limits of the City of Kings Mountain based upon
the foregoing rates, provided that on all taxes paid in advance a discount
be allowed and that on all taxes upon which cost, interest or penalties
accrue, according to Law, the same shall be added and collected.
SECTION V
The City Treasurer is hereby authorized, empowered and directed to
apportion the said funds coming into his hands from taxes collected for
