M ' Winter Like 75 Years Ago J. C. Clary, age 81, aald this winter’s cold spell reminded him of 70 years ago when he was six years old. According to Mr. Clary, snow remained on the ground so long that birds and rabbits literally frose to death and came up In yards searching "tor amnethlng to eat.” Mr. Clary said laws were passed to prevent hunting for five to six years until the population "grew back.” This Is Just a reminder from Mr. Clary to “throw your scraps out to the birds and let them enjoy them.” Ibursdsy, January Vt, l»Tr-MIRBOB-HERALD-Page 8A Five Members, 4-Year Stof^gered Terms Grover Considers Charter Amendments OROVER — About a dosen Grover citizens attended Monday night’s council meeting and voiced affirma tion to a suggestion to add another member to the board, lengthen and stagger councilman terms. Mayor W. W. McCarter aald the residents were In favor of Increasing the council to five members, lengthening the terms to tour years on a staggered basis. Tile Kings Mountain Com missioners affected this type of system In 1978. ’To make such a move would mean amending the town charter and McCarter aald there was no negative reaction to this proposal at Monday night’s meeting. "I am In favor of this propossd,” the mayor said. ”I think It will be very good for government.” He aald lengthened terms would keep someone on the board with experience at all times, give the town citizens more Input Into governmental matters and spread the workload among more representatives. Present members of the council did not express Individual opinions on the proposal at Monday’s meeting. Tbe matter Is expected to be discussed again on February 7. Monday night Councilman Dean Westmoreland recommended that action not be taken until the March 7 meeting, however. The council must approve an amendment to the charter and should It be approved, the additional council seat and the four-year terms would not apply until the next municipal electlcHi. Presently the town council has a mayor and three board members. With the addition of two the board would Increase to five. Although not Indicated Monday, Grover's officials may adopt the same system for staggered terms as employed by Kings Mountain to begin the four- year staggered term system. That would be to elect either two or three of the council to four year terms and the remsdnder to two year terms during the next election. The top two or three vote-getters would serve the first four year term with the remainder serving two yesirs, all council seats up for grabs would go fbr four-years. All couiKllmen then would serve four years, but there would be a municipal election every two years.
