Carswell Is charged with murder in the shooting death of William Leslie Beane In Kings Mountain on Dec. 8, 1977. Beane, of Rt. 2, Granite Falls, was manager of a restaurant here at the time of his death. Carswell, of Rt. 8, Granite Falls, was arrested at his home near Granite Falls and returned to Cleveland County to stand trial. Appearing as witnesses against Carswell are Kings Mountain Police Sgt. Richard Reynolds and Ptl. Ralph Grlndstaff, SBI Agent Jim Woodard and Phillip Woods and Shirley Green. Judge Robert Kirby will preside and representing the state will be District Attorney W. H. Board Adopts Electric Service Regulations By TOM MeINTVRE Editor, Mirror-Herald “In . . . mutual protection of both the city and the customer and for the purpose of rendering an Impartial and more satisfactory service” the city board adopted all- encompassing electrical service rrgulatlons Monday. The regulations were drawn by Southeastern Consultant Engineering and were presented (hiring cm hour-long discussion by BUI Little, Jr. at Monday’s board meeting. The regulations cover agreement terms between the city and Its customers concerning instaUatlon of services, both above and un derground and spells out both cost factors to the city and customers Little explained that the regulations cover the “do’s and don’ts” concerned with supplying electrical power to city customers and where responslbUltles Ue In all cases. The proceedure for billing and payments, lights-of-way, ser vice Interruptions and types of services are also covered In the lengthy document. Customer costs for services in connection with electrical service, according to LltUe, are based on costs existing In neighboring communities. In other action Monday, the board approved granting the Kings Mountain Development Cor poration, Inc. an exemption status from having to list securities. The Qeveland Ctounty Board of Com missioners granted the exempt status to the corporation on June 6. Attorney Mickey Corry presented the resolution to the board Monday. He serves as attorney of record for the corporation. Mayor John Moss commented that the city has been invited by the Department of Housing and Urban Development (HUD) to submit appUcation for funding for the corporation either In August or November of this year. — Approved authorization for application for planning funds available under the Resource Conservation and Recovery Act of 1976. The application will be In cooperation with the Management Improvement Corporation of America. The grant will be for $4,875, If approved. The funds will cover nine areas of activity study. — Approved amending the city ordinance governing property cleanup by adding a time limitation of 10-days following the owner, leasee or occupant’s receipt of notification from the city.
