Lutz of Rutherford County has been appointed by House Speaker Liston B. Ramsey to a special committee to study the procedures for incor- rating cities and towns in orth Carolina. The study will be conducted under authority of the Legislative Research Com- mission. It will cover “the” process of municipal incor- ration, including the ex- tence of paper cities and in- active cities, the effect of in- corporations on road con- struction procedures, alloca- tion of funds, county govern- ments and other nearby municipalities. Mrs. Lutz, a resident of Lawndale, is chairman of the House Local Government II Committee. She represents the 48th House District made up of Cleveland, Polk and Rutherford Counties. Charles Owens On Committee Representative Charles D. Owens of Rutherford County has been appointed by House Speaker Liston B. Ramsey to a special committee to study the premium tax rate for in- surance companies in North Carolina. The study will be conducted under authority of the Legislative Research Com- mission. It grew out of legislation introduced in the 1985 General Assembly seek- ing to provide for a uniform premium tax structure for all companies doing business in North Carolina. !
