"COUNTRY Page 2A-KINGS MOUNTAIN HERALD-Thursday, March 20, 1986 Write To The Editor: : We believe it’s time State Representative Joe Mavretic folded his tent and went back home. Mavretic, you’ll recall, has proposed that all local and state property taxes be abolished and the state sales tax raised to 8 percent. For a while, it appeared his bill might fly. On the surface, it looked appealing—no more property taxes. But State Treasurer Harlan Boyles wasn’t convinced. He asked the In- stitute of Government to make an in-depth study. The in- stitute said the proposal was probably unconstitutional, because it could endanger the ability of local governments to repay bond money. As a result, Mr.Boyles opposes the bill. So do others. Senator Marshall Rauch of Gastonia, chairman of the Senate Finance Committee, says the bill will never get out of the House. Other legislators are cold to the idea, including House Speaker Liston Ramsey, House Expansion Budget Commit- tee Chairman Billy Watkins, and Lt. Governor Bob Jordan. And about 90 percent of the state’s tax supervisors oppose it, including many from poor counties who would benefit from it. They know a dog when they see one. This bill has many bad features. It would cost urban coun- ties a bundle, and create huge windfalls for smaller counties. Mecklenburg could lose as much as a hundred million dollars. The bill would shift the tax burden to the consumer. And, with property taxes repealed, large landowners and giant corpora- tions would no longer carry their far share of the tax burden. But the biggest objection is that—with property taxes abolished—local governments would be so dependent on the state for revenues. On the face of it, that’s bad. ; There's a tired old saying in Raligh that ““f it ain’t broke, don’t fix it.”’ Until Mr. Mavretic can prove the current system is broke, we don’t believe the legislature should give it the time of day. JOSIE CULLER FELTS Funeral services for Mrs. Josie Culler Felts, 69, of Mount Airy, who died Mon- day in a Mount Airy Hospital, were conducted Wednesday at 2 p.m. from Mount Air Church of God of which she was a member. Rev. Joseph Hayes and Rev. Calvin Vaughn of- ficiated at the rites and inter- ment was in Skyline Memorial Gardens. Mrs. Felts was a native of Patrick County, Va., daughter of the late Dexter and Jennie Bowman Culler and wife of Franklin Felts, who survives. Surviving, in addition to her husband, are five daughters, Mrs. Christine Sawyers of Ararat, N.C., Mrs. Octavia White, Mrs. Verdine Puckett, Mrs. Joann Cassell and Mrs. Barbara Freeman, all of Mount Airy; two sons, Rev. Jimmy Felts of Route 1, Cana, Va., and Douglas Felts of Kings Moun- tain; 12 grandchildren; 8 great-grandchildren; four sisters, Mrs. Margaret Bowman, Mrs. Ruth Young, both of Ararat, Va., Mrs. Katherine Carpenter and Mrs. Annie Felts, both of Mount Airy; one brother, Joseph Culler of Ararat, Va. Legion Dance Slated Saturday J.J. and Company will pro- vide the music for a dance Saturday from 9 p.m. until 1 a.m. at American Legion Post 155 in Kings Mountain. The popular group has been performing at The Rafters in Charlotte. Admission is $10 per cou- ple.
