NEW POLICIES
OF THE
CITY OF KINGS MOUNTAIN
The Cash Management Plan
for the City of Kings Mountain is
being established pursuant to the
City of Kings Mountain Cash
Management Policy as adopted |
by the Mayor and Board of Com-
missioners on June 30, 1987.
For the pleasure and conve-
nience of all citizens of the City of
Kings Mountain this plan
establishes incentives for timely | |
payments of utility, tax, and
street assessment billings. The
encumberance of city resources
will be reduced some $30,000 an-
nually as these incentives are
placed in force. Utility
customers due date shall be the
15th day of each month, i.e. billed
by the 1st day of each month and
due two weeks later on the 15th
day of each month. Policy en-
forcement is essential.
Customers placed on the cut-off
list will be advised to pay the ac-
count in full or service will be
discontinued. Service can only be
restored after payment of a ($10)
dollar reconnection fee pers ser-
vice disconnected and all unpaid
bills. As in the past only
customers that owe two bills on
the 15th of each month will be
placed on the cut-off list. Another
incentive for timely payment is
that a fee of ten ($10) dollars be
assessed on the last day of each
month as a delinquent service
charge fee.
Utility deposits have changed
effective July 1, 1987. This will
assist in charge-off reductions
associated with utilities collec-
tion. New customers and delin-
quent customers will be required
to post a deposit as follows:
WATER AND SEWER $25.00
ELECTRICAL $90.00
GAS $90.00
These deposits will be returned
after one year of continuous ser-
vice and timely payments on the
account. A cut-on fee of ten
dollars ($10.00) per service will
be required if that service is
disconnected.
The Board of Commissioners
directs the Tax Collector to
advertise tax liens on real pro-
perty (for failure to pay taxes)
on the second Monday in May in
accordance with G.S. 105-369.
Levy procedure of garnishment
of wages, etc. will be pursued for
personal property tax
assessments. Street assessments
are subject to similar treatment
as taxes. Foreclosure on the pro-
perty may result unless the pro-
perty owner makes arrangement
to resolve the indebtedness. Let-
ters have been mailed to delin-
quent property tax and street
assessments of property owners
prior to 1985 fiscal year. If the of-
fice of the City Clerk has not
received payment by July 31,
1987, then proceedings must
begin to recover these amounts
to serve all citizens equally.
