£ City From Page 1-A be in laymen's language”, board member Fred Finger. Included in the new electric pol- icy will be a design specifications handbook for developers being prepared by the city staff headed by City Engineer Tom Fields. An underground distribution installa- tion plan for residential, commer- cial and industrial customers is in- cluded in the new electric policy to correspond with Duke Power. "We need a clear cut policy that John Doe Public can understand," said Chairman Moretz. City Manager George Wood said the electric policy should also be spelled out in the codes book. Shall the city furnish street lights in the city limits? How does a resi- dent obtain security lights and what do they cost? These are some of the questions the new policy will: address and clarify, according to Moretz. Witherspoon reported that for the season May 1988 through April 1989 the city sold 1300 annual fishing permits for $12, 870., ap- proximately 1100 annual boat per- mits for $27,000 with another 500 issued to family plan holders. Witherspoon said the water level at Moss Lake was dropped to three feet in August and another three feet starting in September. Seventy-five to 80 percent of boating occurs from April through Labor Day. The majority of fishing is done between March 15 and June 1. He said there is a good bit of night fishing during summer months. The Fall fishing was greatly re- duced last year because of difficul- ty launching boats with the water down but fishermen fished anyway, he said. The dry summers the last two years also caused the water level to drop enough to cause prob- lems for some boat owners but with the boat ramps extended this winter should help in the future, he Carrie Cable Born Aug. 17 Carrie Louise Cable, now six months old, was born to Tammy and Jimmy Cable on August 17 in Gaston Memorial Hospital. Fees have remained the same since the lake filled up in 1974 but increased use of the lake has helped income keep up with ex- penses, he reported. Witherspoon told the commission that refunds would only necessitate increased fees in the near future. "Many people realize that our fees are less than many city water reservoirs now and others have not been anywhere else. We are getting people from other recreation areas that come here to get away from the drinking and reckless operation of many boaters," he said. Although several people-asked about refunds, Witherspoon said only five people had formally re- quested a partial refund. : Members of the Lake Authority are Paul Ledford and M. C. Pruette. The city council is expect- ed to name five new members to replace those whose five year terms on the board have expired. The Authority is composed of in- side-city residents who set lake fees and rates. "CARRIE CABLE GREGORY SINCLAIR Happy 13th Lori Ann Hughes Love, Mommy & Daddy — GLONINGER AUTO SALES, Inc. There is no increase in the first 7,000 gallons of water a customer uses. The rates are: first 3,000 gallons $4 minimum; next 2,000 gallons $1.20 per 1,000 gallons; next 2,000 gallons is billed out at $1.10 per 1,000. The change in water rates was the only action of the board which recessed its meeting after an execu- tive session until Wednesday, March 15, when the board will meet with consulting engineer John Edwards of Raleigh to tie up loose ends on the Grover sewer project. Mayor Bill McCarter said "every- thing is about complete as far as the sewer project is concerned but we want to meet with our engineer just to tie up any loose ends." The board discussed but did not name a replacement on the board to succeed the late Grady Ross. Terms of Ross, Donald Rich and Jim Howell expire in November. x Wednesday, March 8, 1989-THE KINGS MOUNTAIN HERALD-Page 9A Andrew Bunch Honored On His First Birthday Andrew David Bunch celebrated his first birthday on February 9 with a party attended by friends and family members.
