Council To Receive Budget
City Council will receive a preliminary budget for
1989-90 from City Manager George Wood Tuesday
night following weeks of budget preparation by
Wood, finance officer Marvin Chappell and city de-
partment heads.
Wood said the budget will soon go on the table for
~ review by citizens who are also invited to attend the
June 20 budget meeting of the Council at which public
hearing will be conducted at 7:30 p.m.
Wood said he has been meeting with department
heads for some time in an effort to review requests and
cut down on some of the proposals.
Wood said the projected budget will be higher than
last year. "We have been trimming and probably city
council will trim some more but with the additional
debt service and more money going into and anticipat-
ed from the electric and gas systems we anticipate the
budget will grow."
Council is expected to adopt the 1989-90 budget on
June 27 at a 7:30 p.m. meeting in Council Chambers.
Employees Report At 6:30
City workers in the Public Works, Gas and Electric
Departments start work an hour earlier-at 6:30 a.m.-
and stop off at 3 p.m., effective next week.
Cathy Maney, secretary in the Public Works office,
said that regular hours of operation have been from
7:30 a.m. until 4 p.m. The new schedule will be ob-
served during hot weather. "We want customers to
County Tax Hike Is Planned
Cleveland County commissioners plan to hike the
county property tax rate 8 cent, from 54 cents to 62
cents per $100 property valuation.
Commissioners have set June 19 at 10 a.m. for pub-
lic hearing on the budget which reflects a 9.88 percent
increase over last year.
“We're looking at a lot of increased costs," said
County Manager Lane Alexander of the $40,230,465
proposed budget.
The eight cent tax increase projects 2 cents for

that in the design contract for the 5 million gallon wa-
ter tank, $7,000 has been allocated for a skeletonized
hydraulic analysis. If the city-wide hydraulic analysis
is undertaken prior to the starting of this analysis,
Pond would credit the entire $7,000 back to the city re-
sulting in a not-to-exceed maximum fee for the hy-
draulic analysis of $29,000.

salary increase for employees, 1 cent.
School funding to all three systems is being in-
creased by $376, 595.
Alexander said many of the big items in the budget
are federally mandated including expansioneof the
county landfill and in social services, where the
Medicaid budget is climbing to $19 million, up four
million from last year.
Funding for the new paramedic program represents

ties at Pilot Creek, expansion plans and wastewater
projections of all industrial customers planned for the
20 year planning period in the Pilot Creek drainage
basin and proposed regulations for wastewater facili-
ties, color removal, phosphorous removal, etc. Work
will consist of analysis of the above information along
with preliminary design of required facilities to treat
the 20-year planning period wastewater flows and de-
velopment of a capital improvement plan which will
identify required improvements along with their date
of implementation and associated cost. These improve-
ments will be shown on a reproducible site plan of the
Pilot Creek facilities. The cost would be $13,000.
Pond also proposes to offer standard specifications
and construction details for Kings Mountain in manu-
als to be provided in two volumes. The cost for both
manuals would be $20,000.
