The 140 graduates of Cleveland
County Head Start were presented
certificates of program completion
by Patti Norman, Head Start
Director, Friday at Cleveland
Community College.
Seven county elementary
schools participate in Head Start.
Parent volunteers were honored
at the program.
Honored as Parent of the Year
for donating over 275 volunteer
hours to the program this year was
Victor Smith, representing Graham
Center. Sheryl Hawkins was recog-
nized as the second place parent
volunteer with over 150 hours do-
nated to Graham Center. Anne
Griffin, representing North Center
in Kings Mountain, was awarded a
special certificate signed by the

Acting on a recommendation
from the elections board, the Kings
- Mountain City Council recently
voted to raise the filing fees for
mayor and council members.
Those wanting to file for mayor
must now pay $60 rather than $10
and those wanting to file for coun-
cil now. must pay $35 instead of
$5. "We thought that by raising the
fees we'd get more serious candi-
dates," said Mrs. Cook who said
the lower fees had been the least
allowable by law. Mrs. Cook, who
proposed the change, said the new
costs represent 1% of the annual
salaries paid to office holders in
Kings Mountain and the maximum
fees allowed by state law.The new
fees go into effect July 7.
Not only may the new fees dis-
suade less-than-serious office seek-
ers, but Cook said the higher costs
would help defray election expens-
es as well.
Mrs. Cook said that for the first
time Kings Mountain will use auto-
matic voting machines similar to
those used by Cleveland County
which will cut down on time spent
counting votes by hand.

Association as a former Head Start
Parent.
In closing remarks, Scott recog-
nized policy council members for
their service and reviewed the
highlights of Head Start's 24 years
of service to children and families
in Cleveland County.
As a tribute to the parents, the
program closed with a special
song.
