Grover will also receive more state-shared revenues with the increased popu- lation, including Powell Bill aid for street improvements and from in- tangibles and sales tax. "With a lit- tle more than $1 million in tax val- uations in the area, Grover will get a larger piece of the pie when funds are distributed,” said Horton. "You'll also get to vote in the town elections and run for office," Horton told visitors at the meeting who now reside outside the city limits. Grover's tax rate is 29 cents per $100 valuation. McCarter also pointed to Grover's low water rate and said the city is seeking to annex those areas where water is already in place and where installation of sewer lines will not-be-costly. ~~ Herndon asked if Grover's speed limit will be changed if his proper- ty is annexed and noted that the 16 m. p.h. restriction in Spring Acres is "too slow." "My car won't go that slow,” he told Commissioner Ronald Queen, who said town fa- thers wanted motorists to be aware of the small children living in the areas and slow down. "We thought we'd get their attention with a 16 m.p.h. sign," he said. There are about 15 such signs in the residen- tial area now, according to Police Chief Paul Cash. Foursquare representatives and students from the denomination's Bible College in California are in Kenya this month, Rev. Oscar Stalcup said. Rev. Stalcup spent three weeks in the jungles of Nigeria last September, preaching and teaching in villages and to pastors and speak- ing in the big city churches on Sundays. He plans another trip next September to lead a pastor's confer- ence on "Giving: The Key To Growing." "Our contacts with the Africans have been through our book min- istries,” he said. "Books that we've written in the local church, as well as Bibles, have been sent to Nigeria and all over the world since 1984. It has opened up a real direct link for worldwide missions through our church." Dr. Charles Aldridge of the Belmont Foursquare Church will accompany Rev. Stalcup on next year's trip.
