STUDENTS TOUR FIRE MUSEUM - After the third grade
classes at Bethware School studied city government in social studies,
the classes of Julienne Hambright and Evelyn Kiser toured the
Kings Mountain Post Office, Governmental Services FAcilities -
Center, Fire Department and Fire Museum, and ate lunch at the
Community Center. The pictures above show the students at the
Kings Mountain Fire Museum on Cleveland Avenue. The top photo
shows some of the students posing behind a fire truck. In the middle
photo they are touring the original 1920 Kings Mountain Fire
House, and in the lower photo fireman Bill Herndon helps Caleb
George down the fire pole.

To fully realize what the Bill of
Rights means, we have to go back
to why it was written.
The Revolutionary War made
the American colonies independent
of England, but it did not make
them a nation. The Articles of
Confederation united the states in a
firm league of friendship, which
had the power to handle foreign af-
fairs for the group, but each state
was almost a separate, independent
country. A group of leaders, in-
cluding George Washington, real-
ized that the Articles of
Confederation would not work. In
1786 a group of these men met and
proposed that delegates from all
states should meet to revise the
Articles of Confederation. The del-
egates meeting May, 1787 began
work on the Constitution. On June
21, 1788, the Constitution was rati-
fied by nine states. The
Constitution defined how the dif-
ferent branches of our government
would operate, and it became the
law of the land, but it was not
enough to satisfy all the states. The
first ten amendments to the -
Constitution make up the Bill of
Rights, guaranteeing citizens of the
United States all the privileges due
the people of a democratic nation.
They were all submitted and
passed at the same time and have
been in force since December 15,
1791.
The first amendment is basically
our right to free speech. It guaran-
tees a free press, our right to speak
out against our government, to
peaceably assemble and to petition
the government if we have a
grievance and to worship as we see
fit. The government was not al-
lowed to set up a state church and
require people to abide by the
church's teachings. This was the
basic reason why the Pilgrim
Fathers had left England where all
citizens were required to live by
the teaching of the Church of
England. In this new country how
we worship God was to be left with
each individual following the dic-
tates of his heart.
The second amendment provides
for each state to have a regulated
militia for its security and for each
citizen to have the right to keep
and bear arms.
The third amendment guarantees
that soldiers cannot come into our
home without our consent in times
of peace and in the event of war
‘only as prescribed by law. In many
countries of the world soldiers can
force their way into people's homes
and take their possessions and ar-
rest them, and they have no way of
protecting themselves.
The fourth amendment protects
us from a police system that would
be able to arrest us, search us or
our homes without any provoca-
tion. This does not prohibit search-
es and seizures by legal authorities.

It requires the authorities to get a
search warrant by showing the
need for it and to conduct them-
selves according to law. How
grateful we should be for the privi-
lege of living in the protected pri-
vacy of our homes.
The fifth amendment sets the
guidelines for our criminal justice
system. We have to be indicted by
a grand jury before we can be tried.
We cannot be tried twice for the
same crime. We cannot be com-
pelled to witness against ourselves
and our property cannot be taken
for public use without just compen-
sation.
The sixth amendment ensures
anyone accused of a crime of a
speedy and public trial by an im-
partial jury and sets guidelines as
to where and how these trials will
be held. The provision for a speedy
public trial grew out of the fact that
political trials had sometimes been
held in secret and had lasted for a
number of years.
The seventh amendment states
that when a person enters a suit
against another person (exceeding
$20) he has the right to a jury trial
and once that jury has made a deci-
sion, it cannot be changed except
according to the rules of the com-
mon law.
The cighth amendment protects
the criminal from excessive fines
or punishment. The courts will de-
cide what is cxcessive and what is
cruel and unusual.
The ninth amendment tells us
that if there are other rights re-
tained by the people that arc not
enumerated in the Constitution the
courts should consider each one on
its merits. That it is not covered in
the Constitution does not mean that
it should be denied. Our founding
fathers were wise enough to know
that later on in history there would
be needs that they were not aware
of at that time, and they assumed
we would be wise and compassion-
ate enough to take up where they
left off and gover ourselves.
The tenth amendment states that
the powers not delegated to the
United States by the Constitution,
nor prohibited by it to the States,
are reserved to the States respec-
tively, or the people. This very
clearly transfers to the States any
. powers not given specifically to the
Federal Government by the
Constitution--more governing
power to the States--less to
Washington.
The Bill of Right is the single
most important document that pro-
tects our fundamental rights and
principles as individuals. It sets us
apart from other governments of
the word. Countless numbers of
men and women have given their
lives to protect these rights, and we
should never take them for granted.
