Charlene Gardner moved out of the downstairs apartment on February 26, 1991 and the gas meter reading was 5949. The Corbins moved into the downstairs apartment on May 8, 1991 but they didn't request gas and nothing was put into thc com- puter system. On January 5, 1993 the city caught the error and found the initial reading at 5949. Corbin was billed on January 31 for $599.26. Dan Hughes moved out of the upstairs apartment on’ May 31, 1991. The meter reading was 2355. On June 7, 1991 the Corbins occupied the upstairs apartment and the reading was 2355. They were billed on the second meter on January 5, 1993 for $539.20. Utilities were not cut off because the couple was contesting the pay- ment but officials say the current bills must be paid. Rosencrans said that in summer months meters aren't activated until the customer calls the natural gas department for a winter pilot light- ing. Gas Department personnel lit the pilots, he said, but paper work from the Gas Department didn't get to City Hall. The error was caught 14 months later by a meter supervi- sor who discovered the mistake. Mrs. Corbin acknowledged that she made a down payment in the utility department for water and electricity but did not make a down payment for gas. Rosencrans said Corbin gave a letter of credit for . services. Mrs. Corbin says the family quarters are upstairs in the two sto- ry house. She isn't disputing the charges. "The city blatantly made an error but they necd to correct it on a case to case basis, not what they do for all customers," she said. She said she was told by city of- ficials to take out a loan 0 pay ‘the back bill. "We didn't like that statement but my husband has cooled off," she said. Mr. Corbin was unavailable for comment. His wife returned a call made by The Herald to the resi- dence. Mrs. Corbin said he was coaching at Myers Park High and would not be home until late evening: level competitions. e Nude competition shoes Te : 307 S.
