"Bill grabbed his tie and called him the biggest liar in the county but he didn't assault him and didn't call him an s.o0.b. as Cecil maintains," said Joyce. "If Cecil had been assaulted he would not been walking around today talking about it, Bill would have flattened him." The court date has been set for December 15 but the Cashions say they haven't been served papers yet. Dickson and veteran commis- sioner Cashion often have been at odds since he took office in 1992 along with commissioners E.T. Vanhoy and Sam Gold. Two of the main issues on which they have clashed have been the operation of the Department of Social Services which Cashion chairs and the appointment of new minority members to the board. In April Cashion was defeat- ed in a runoff with Shelby busi- nessman R. Patrick Spangler Jr. and Cashion said Dickson called her before the election and offered his support. Spangler was defeated by Jim Crawley in November and the other incumbent on the board, Ralph Gilbert, was reelected. Dickson on the other hand, denying a rubber stamp board, has been quoted by The Gaston Observer that "it's no secret I didn't want Cashion back on the board but I never conspired against her."
