A native of Cleveland County. she was the daughter of the late William Monroe and Catherine Jones Barnett. and wife of the late Jim G. Tessneer. She: was a homemaker and a member of Poplar Springs Baptist Church. She is survived by a son. Dwight Tessneer and daughter- in-law JoAnn Tessneer of Kings Mountain; a daughter. Carolyn Queen and son-in-law Floyd Queen Jr. of Shelby: two sisters, Hazel Wilson of Shelby and Corrine Condrey of Cliffside; seven grandchildren, Dr. Roger Tessneer of Gastonia, Alan Tessneer of Polkville, Robert Queen of New Bern, Jeff Queen and Jimmy Queen of Shelby, Susan Blair of Ranlo, and Betsy Tessneer of Kings Mountain; and two great-grandchildren, Adam Tessneer of Gastonia and Samantha Blair of Ranlo.The funeral was conducted by Drs. James Richardson and John Sloan, and Rev. Joe Edwards Wednesday at 3 p.m. at Poplar Springs Baptist Church. Burial was in the church cemetery. Memorials may be made to Gideons International, P.O. KISTLER MOORESVILLE - Thomas Guy Kistler, 90, of Midway Lake Road, died Saturday, December 17, 1994 at Brian Center of Nursing. native of Iredell County, he was the son of the late Thomas and-Ina Beatty Kistler and hus- band of the late Lois Clodfelter Kistler. He was a self-employed farmer and a member of Berea Baptist Church. He was preceded in death by five brothers and three sisters. He is survived by his son, Harold L. Kistler of Danville, VA; a daughter, Mrs. Doris K. Sparrow of Kings Mountain; two sisters, Mrs. Lillian K. Heglar of Landis and Mrs. Luna K. Sloop of China Grove; five grandchildren; and two great- grandchildren. The funeral was conducted by the Rev. Dan L. Freeman Monday at 2 p.m. at Berea Baptist Church. Dover resigns job with KMPD Another City of Kings Mountain employee is quitting due to what she calls "circum- stances beyond my control.” LulJuan Dover, records secre- tary for seven years and four months at the Kings Mountain Police Department. is resigning, effective December 29. "I feel that my resignation is in the best interest of the City of Kings Mountain and of myself to seek employment elsewhere," Dover wrote KMPD Patrol Captain Bob Hayes and Lt. Richard Reynolds with copies to City Manager Chuck Nance and Personnel Director Winston Bagley under date of December 13. "I feel that I have fulfilled my duties beyond what is required in my job description," she said. "Il have expanded my knowl- edge of the XCaliber and Computer Aided Dispatch Systems for law enforcement and in the secretarial field im- mensely thanks to former Chief of Police Warren Goforth." Dover offered to train her successor and four telecommu- nicators and their sergeants. She said the computer system has been off line since July 9 and the Records Division is 25 weeks behind in the data entry of reports which exceed 8,000 calls for service. Dover trained the dispatchers and sergeants on the CAD sys- tem which went on line in September 1991 and also built the data base with street names for the emergency 911 system to tie in with it. With the new system KMPD can pull out records that go back five to six years in a mat- ter of seconds. Dover ‘said that KMPD was also selected as one of five de-... partments in the state to test the Uniform Crime Report. She said her reports never dropped below a 91 percentile for accuracy. Goforth said that every call for service is handled through the Records Division, going from 5,000 calls from 1987 to 27,000 in 1994. "The automation of the 911 and CAD systems and the Xcaliber system updated our records section from manual to a professional system that is the envy of many in the state," said Goforth. "Kings Mountain can thank Lu Juan for the many hours she worked to help us get this much needed program." A 1979 graduate of Shelby High School, Dover earned her associate degree in Criminal Justice and Protective Services from Cleveland Community College in 1986, graduating YG litt (t LUJUAN DOVER with high honors. She also com- pleted additional computers courses at CCC from 1988-93. Her duties at KMPD includ- ed development, organization and maintenance of an automat- ed records section, including data entry of incident, accident and arrest reports, arrest records and criminal history logs. She generated reports for crime analysis along with feder- al and state tabulations of crime statistics and validated depart- ment inquiries of criminal histo- ries and National Crime infor- mation Center Hot Files which are audited yearly by the Attorney General's office and State Bureau of Investigation maintaining a 100 percent rate of accuracy. She worked with the public and media with information on crime statistics and was respon- sible for maintenance of all computer software for XGaliber and Computer Aided Dispatch programs. = Dover worked part’ time for; the Shelby Board lig: Control at the retail store in = Shelby from January 1987 until April 1991. Previously, she was a receptionist-secretary | at Blackstone Electric and Supply Co. and a switchboard operator at Reliance Electric's security office. The Boiling Springs resident was one of the first volunteers and successful matches in the Youth Assistance Program of Cleveland County. She is work- ing with her fourth youngster in the program.
