SEIMORE BIDDIX
William Seimore Biddix, 74,
104 Owens Street, Kings
Mountain, died May 30, 1996 at
Cleveland Regional Medical
Center.
A native of Kings Mountain, he
was the son of the late Roscoe and
Frances Hullender Biddix. He was
an insurance salesman for 25 years
and a former City Commissioner.
He was a member of East Gold
Street Wesleyan Church where he
was former Sunday School
Superintendent, Board member and
member of the Building
Committee. He was a Mason and
an Air Force veteran of World War

He is survived by his wife,
Marie Howe Biddix of Kings
Mountain; five daughters, Gail
Burton of Auburndale, Fla., and
Janice Ledford, Frankie Carpenter,
Wanda Howze and Teresa "Recie"
Canipe, all of Kings Mountain;
four brothers, Clearance "Fuzz"
Biddix, J.W. "Nub" Biddix, J.D.
"Jay" Biddix, and Earl Biddix, all
of Kings Mountain; three sisters,
. Pauline Short, Helen Biddix and
Betty Hughes, all of Kings
- Mountain; eight grandchildren and
two great-grandchildren.
The funeral was conducted by
the Revs. Harold Bumby and
George Simmons Sunday at 3 p.m.
at East Gold Street Wesleyan
Church. Burial with full Masonic
rites was in Mountain Rest
Cemetery.

HELEN J. HUFFSTETLER
‘Helen J. Huffstetler, 77, 416
Rolling Brook Road, Kings
Mountain, died June 2, 1996 at her
home.
A native of Rutherford County,
she was the daughter of the late
Monte V. and Ida Nanny Jackson.
She was a retired textile worker
and a member of Penleys Chapel.
She is survived by her husband,
Rey. W.L. Huffstetler of Kings
Mountain; a son, Larry Greenway
of Hendersonville; a stepson, Dr.
Boyce Huffstetler of Charlotte; a
daughter, Judy Tanis of
Mooresville; three sisters, Marie
Freeman of Forest City, and Jesse
Jorgee and Nell Kiser of Spindale;
three grandchildren and three
great-grandchildren. :
The funeral was conducted by
the Rev. Doug Allen and Dr. Boyce
Huffstetler Tuesday at 2 p.m. at
Penleys Chapel. A graveside ser-
vice was held at 4 p.m. at Sharon
Memorial Park in Charlotte.

ANDERSON, SC - Barney
McMahan, 94, of 323 Ponce de
Leon Drive, died May 29, 1996 at
Mariner Health Care Center in
Seneca.
She was a secretary with Abney
Mills, Southside Plant, before she
retired and was a member of
Toxaway United Methodist
Church. FE
She was the last member of her
immediate family.
McMahan was a sister of Mrs.
Dora Black of Kings Mountain.
She stayed with her for several
years after the death of her hus-
band and had many friends in
Kings Mountain and was active in
Boyce Memorial ARP Church and
led a Sunday School class.
The graveside service was con-
ducted May 31, 1996 at 11:30 a.m.
in Woodlawn Memorial Park in
Greenville. Mr. and Mrs. Hillard
Black of Kings Mountain attended
the service.

J.V. MOORE
J.V. Moore, 74, 304 Edel Street,
Kings Mountain, died May 29,
1996 at Kings Mountain Hospital.
A native of Cleveland County,
he was the son of the late Samuel
and Rhoda McDaniel Moore. He
was a retired textile worker.
He is survived by his wife,
Nellie Bullock Moore of Kings
Mountain, and a number of nieces
-and nephews.
The funeral was conducted by
the Revs. James Allen and Joe
Heafner Friday at 3:30 p.m. at the
Church of God Family Worship
Center. Burial was in Mountain
Rest Cemetery.
RUSSELL F. TUCKER
Russell F. Tucker, 80, 890
Second Street, Kings Mountain,
died May 30, 1996 at his home.
© A native of Franklin County,
KY, he was the son of the late
George and Nora Hemmingway
Tucker. He was retired from the
City of Frankfurt, KY after 42
years service. He was a U.S. Army
veteran of World War II and was a
member of Midview Baptist
Church.
He is survived by his wife,
Annie Campbell "Kathy" Tucker of
Kings Mountain; stepson, Ronald
Conner and wife Jean of Gastonia;
stepdaughter, Vickie Hagans and
husband Jerry of Clover, SC; and
three grandchildren, Buzzy Conner,
Heather Conner and Jeris Lynn
Hagans.
The funeral was conducted by
the Revs. Bob Hope and Glenn
Newland Saturday at 2 p.m. at
Midview Baptist Church. Burial
was in Mountain Rest Cemetery.
ROY LADD NORMAN
Roy Ladd Norman, 90, a resi-
dent of White Oak Manor, Kings
Mountain, died June 3, 1996 at
White Oak Manor.
A native of Hymera, Ind., he
was the son of the late Marion
Dock and Ida Belle Wall Norman,
and husband of the late Lucille
Wallace Norman. He was retired
co-owner of Norman and Love's
Fish Box and was a member of
Norman's Grove Baptist Church in
Belwood.
He is survived by his son,
Harold Norman of Boger City;
three daughters, Nellie Weaver and
Lorena Walker of Shelby and Mary
Love of Blacksburg, SC; a brother,
Gault Norman of Lilburn, Ga.; a
sister, Greak Bantoft of Lenoir;
eight grandchildren and 11 great-
grandchildren.
The funeral will be conducted by
the Revs. Dale Thornburg, Richard
Pendergrast and Cecil Buff
Thursday at 2 p.m. at Harris
Memorial Chapel. Burial will be in
Mountain Rest Cemetery.
BILLY JUNIOR MILLER
Billy Junior Miller, 66, 310
Buckles Avenue, Shelby, died June
2, 1996 at Cleveland Regional
Medical Center.
A native of Gaston County, he
was the son of the late William and
Ruth England Miller. He was em-
ployed by Carlon Mills in Gastonia
and was a member of Harvest Time
Ministries.
He is survived by his wife,
Gloria Cox Miller; sons, Billy E.
Miller of Shelby, Michael Miller of
Kings Mountain, and Timothy
Clay Miller of the home; daugh-
ters, Tammy Jones of Grover and
Nikki Miller of the home; and
grandchildren, Joshua and Lucas
Miller of Shelby, Jesse Miller and
Micheal Clark of Kings Mountain,
Jackie Miller of Virginia, and
Patrick Jones and Bradly Jones of
Grover.
The funeral was conducted by
the Revs. Gene Grigg and Ralph
Carpenter Wednesday at 2 p.m. at
Harvest Time Ministries. Burial
was in Westview Gardens.
Pallbearers were John Johnson,
Gordon Lutz, Kenneth Jones,
Michael Clack, W.T. Gregory and
Richard Laws.

The Squad's first home built in
1961 with community donations is
bursting at the seams. Kings
Mountain Rescue Squad is begin-
ning a fund drive for $300,000 to
build a brand new home on Shelby
Road in the former Masters
Funeral Home location.
‘Sims is naturally giving the
Squad his support in the big fund

Sims returned to Kings
Mountain in 1974 when his father
Marine Captain Jack Sims retired
after 22 1/2 years in the military.
He and his mother, the late
Virginia Sims, and his three broth-
ers, Vincent, Greg and Mike Sims
had traveled with Captain Sims all
over the country during his military
duty.
Young Sims worked at Anvil
Knitwear as a dye lab technician
and more recently changed careers
and started selling insurance for
Combined Insurance. He is active
in Family Worship Center Church
of God.
Sims is proud of his religious
faith. He gives God the credit for
experiences in life he has enjoyed
through service with other caring
people in the Rescue Squad.
PETITION

Council returned the matter to the
Zoning Board after Sarah Rhea,
representing East Ridge Street
property owners, said homeowners
want to offer a compromise pro-
posal to Brown. But Brown said at
the Council meeting he wasn't tak-
ing the offer. He says he will build
comparable housing in the neigh-
borhood but wants his original pro-
posal to stand.
Rhea said she will present the
formal petition to Killian Thursday.
Under law, any adjoining property
ownérs may petition the board for
an amendment to the current zon-
ing ordinances. City Council will
take action on the amendment at
the June 25 7:30 p.m. meeting at
City Hall.

rates on the council-approved con-
tract were too high and the city
should seek a lower rate.
Council members say they only
learned of the LGC action at last
Tuesday's meeting when Parsons
presented a different contract at a
lower rate which Hicks said was
appropriate because all high dollar
projects must first be approved by
the N. C. Local Government
Commission.
The new management policy ap-
proved by Hicks would mean that
Corry would be responsible for re-
viewing all bid practices.
Corry, Hicks and Parsons met
Monday to review the initial con-
tracts and Hicks said Tuesday that
the bid process would have to start
all over again and each item, engi-
neering, equipment, construction
and design, etc. would have to be
bid separately and excluded from
the bid to financial institutions for
financing the project.
"I know this was frowned upon
and our previous actions are in-
valid but if anyone wants to put
any blame they can put it on the
city manager," said Hicks.
"All this is very confusing," said
Mayor Scott Neisler, who said af-
ter the Sunday meeting that the

specifications for the proposal may
change also. First bids for the esti-
mated $2 million project were tak-
en for financing, equipment and
construction all in one package
which the LGC turned down and
the financing term was five years.
Neisler is proposing dividing the
package, which the attorney says
must be done and begun from
scratch. But Neisler is also seeking
a 10-year pay back plan, instead of
a five year pay back plan, which he
says will free up money the city
can use to buy a firetruck and other
capital outlay items and start funds
for a new police department.
Hicks said the city has signed no
formal contracts with contractors
for the proposed project which he
says will be delayed until the city
takes bids again and the Local
Government Commission approves
the financing of the project.
Both Hicks and Parsons told
Council Sunday that the Local
Government Commission has the
final say about financing the pro-
ject and Parsons said she talked to
Bob High of the Local Government
Commission Sunday morning.
Parsons said she has been informed
on several occasions by the LGC
that if the City Council moved
ahead with the project without the
LGC's approval on finances that
the signatures of Council on an
agreement would, in fact, mean
each would be responsible for the
Costs.
