_ City Council Tuesday night
after a public hearing took the
Planning Board's recommenda--
tion to rezone from residential
to conditional use the 4.4 acres
owned by the nursing home on
Sipes Street.
City planning director Steve
Killian said the application's
text and site plan exceeds the
minimum requirements of the
new zoning ordinance in sever-
al areas. Gene White, former
city planner and representative
of the nursing home, said the
facility had shown it is a good
neighbor to the adjoining resi-
dents who had opposed the ex-
pansion initially, citing noise,
traffic congestion and decline of
property values.
White, Administrator Jane
Alexander, Killian, Susan
Lovelace, adjoining property
owner and planning board
member Lou Ballew, and plan-
ning board chairman M. C.
Pruette spoke in favor of the ex-
pansion. Ballew said the White
Oak application is a landmark
case for the city, the first to be
considered for conditional Tise
under under the city's new zon-
ing ordinance. "This has been a
new process and different,” she
said.
Lovelace praised the facility
and city fathers for taking a step
to help alzheimer patients in
Kings Mountain. She said her
father was a patient in a facility
in Asheville for 18 months be-
fore his death and she and her
family drove the distance.
White said White Oak will
file on March 14 a certificate of
need application to the state for
