It will start on June 1 ~ and end on July 31. We are going to be collecting © all types of mixed paper from the residential ~ homeowners and businesses. The type of mixed paper we are going to col- * lect, will be for example: catalogs, magazines, ~ junk mail, notebook paper, cardboard, etc. If someone has a question about a type of mixed pa- per, they're not sure can be recycled, please call me at the Cleveland County Landfill and we will * determine if it can be recycled. It is very important that the public places all _ the mixed paper into the cardboard container lo- . cated at the nine Wold Waste Recycling Centers throughout Cleveland County. The mixed paper must be free of plastic or metal binders, all covers on hardback books must be removed, no plastic bags, all food containers should be clean. Is it really? A good example of the insanity of foreign aid is demonstrated by the U.S. support of the “Russian” Space Program. As was reported in the April 25th issue of Russia Reformed Monitor, "The U.S. has given the Russian government more than $600 million in cash toward international space coop- eration." Part of that money is used to keep the Baikonur Cosmodrome in Kazakstan open. According to the same source, on April 17, us- ing that Cosmodrome, the ex-Communists test- launched a ten-warhead SS-18 "Satan" ICBM. The launch was successful, with all ten dummy war- heads striking intended targets in Kamchatka, just west of Alaska. Doesn't one think that that should make American citizens feel that their best interests were served, and their money is making their fu- ture more secure? Maybe it's time for us to re- mind our elected officials that they pledged to uphold the Constitution, and that the Constitution doesn't authorize foreign aid. Richmond C. (offer expires 6/30/97) I KMH KMH_ Mayor Scott Neisler said the city's opinion is that it can not tax homeowners at Moss Lake for their personal properties if city-owned Moss Lake is an- nexed by the city. Neisler said he explained the city's position to State Representative Debbie Clary again last week after Clary gave the opinion that she could ap- prove the annexation of the por- tion of land the city owns which is occupied by the water plant. "We want the annexation for land use authority on our own property and to provide more security at Moss Lake. If we an- nex our policing authority would increase because Moss Lake would be in the city limits of Kings Mountain," said the mayor. Neisler said if other cities en- croach the lake it becomes im- perative for the city to request annexation because at some point in the future the city might have to ask permission of another municipality to do something on its own property. " Debbie Clary contends that the city could tax homeowners for any personal property in- side the city limits such as boats, piers, etc. as the county now taxes Moss Lake property owners," said Neisler. But Neisler says the city's le- gal opinion is that Kings Mountain is not by law able to tax Moss Lake homeowners for property placed inside the city limits. He said once property becomes affixed to the city property. it becomes the city's property and the city leases back that property to the Lake property owners who are al- ready paying a lease. "We don't have a leg to stand on as far as taxing property owners at Moss Lake," he said. Property owners: Court last resort Lake front property owners said after Tuesday night's meet- ing that they don't want to go to court to settle a dispute be- tween the City of Kings Mountain over increased user fees in the Moss Lake budget ef- fective July 1. Mike Bolt, spokesman for the Moss Lake Property Owners Association, said litigation is the last item on the group's list of solutions. "The lake front property own- ers have and will continue to work towards an end to this dispute,” he said. "We seek a rapid solution to this dispute.
