Page 2A ACCOR From 1-A "We are faced in this county with a lot of problems and our youth are faced with problems and I feel that I am doing God's work by serving on the county board," she said. Accor said that she thinks her appointment to the county board was all in God's plan and purpose and she gives the job 100 percent. Her work in the upcoming Strack Crusade is nothing new to Accor who recently served as secretary to a big Ebenezer . Baptist Association Crusade which attracted « 800 people to Barnes Auditorium. Accor said that Crusade attracted many young people who joined the adults in giving testimonies and going to the altar to rededicate - their lives. A popular singer, she is fea- tured in her choir at St. Peter's Baptist Church in Grover where she is Christian Education Director. St. Pheter's is the Accor family church where her . parents, Amos and Mary Shear and their children, and where Mary and her husband, Charles Accor, and their son, Charles Jr., belong. The church is important to us," she said. This week the Grover Church registered 200 young people each night for Vacation Church School and Mary helped with ‘the fun activities for the kids, which naturally included mu- sic. School is fun for Accor, who plans to go back to college to earn her doctorate. . Area F - Linwood area, the smallest area of10.03 acres 20 lots and 23 homes, $678,700 as- sessed value. Rolling services such as po- lice, fire and sanitation would be provided in those areas July 1,1998. Revenues would approxi- mate $104,000. Expenditures would total about $63,000. The annexed areas would be impacted by fire protection and are currently served by Bethlehem, Oak Grove and Chestnut Ridge Departments. says. Runoffs could also be held by the City of Shelby and the Town of Kingstown on November 4. A total of 40 seats for com- missioners and eight mayoral positions are up as well as three commission seats on the Cleveland County Sanitary District, two seats on the Shelby school board and three seats on the Kings Mountain School board. : Voter registration deadline for the October 10 election is September 12. Voter registration deadline for the November 4 election is Friday, October 10. The only registered voters in- volved in the election on October 7 are those persons who are either residents of the City of Shelby or the Town of. Kingstown. "The November elections do involve most of the residents of Cleveland County in one elec- tion or another," says Blanton. "Either they are residents of a municipality in Cleveland County, they live in the Cleveland County Sanitary District or they are residents in either the City of Kings Mountain or Shelby School Districts." Maney had originally pre- sented a $22 million prelimi: nary budget that represented an increase of $1.3 million over 1996-97. He said he did not budget the increased costs to Gastonia because at the time he . didn't know the numbers, origi- nally thinking the increase would be 7.5 percent. The budget includes the pro- posed construction of a new $1 ‘million police department, a lease purchase of a new fire truck and backyard garbage pickup. The budget provides for increased users fees to Moss Lake property owners. Grindstaft and Councilman Jerry Mullinax voted against the budget although they both ap- proved along with Council members Norma Bridges, Dean Spears, Rick Murphrey and Jerry White the change in the budget which keeps backyard garbage pickup in the backyard once a week and not at curb- side as was originally penciled in the budget for next year. But Maney suggested that the sanitation system be moni- tored closely at least for three months to see if it pays off. The controversy over back- yard versus curbside pickup has been a hot item at Council meetings for months with the board split'éven after citizens voted to try the new rollout plan at no extra cost to citizens. "The staff was accused of doc- toring up the ballots from citi- zens who voted and in using the wrong language on the bal- lots we sent out in the utility bills," said Maney. "If we’ can't make it with backyard pickup once a week we'll have to go up on fees or you'll have to find the money," he told the board. The new-budget provides for increased cost for commercial pickup of garbage and Maney said those new rates would be determined in July as well as new privilege license fees for private haulers who come into the city to pick up garbage. Mullinax voted against the budget because he said wanted to see the city get out of the commercial pickup business. Grindstaff voted against the budget because he maintained the city's policy was to reduce 5 percent of employee family in- surance coverage every year until the burden of insurance for family coverage rested on the employee. Grindstaff's mo- tion to reduce the city's pay- ment from 30 to 25 percent for the new budget year failed for lack of a second. "[ hated to vote against the budget because it is a good budget but with the city expect- ing to pay $100,000 more to Gastonia next year I thought that savings of $8,000 would soften the blow a little bit," June 26,1997 Grindstaff said after the meet- ing. Grindstaff said he didn't see how Kings Mountain could ab- sorb the additional sewer tr=at- ment costs. Grindstaff also questioned again the need for 11 new vehi- cles in the capital outlay bud- get. Maney said no capital money would be spent unless it was in hand. ~ "This is the first time in four years we know where we stand in the city of Kings Mountain as far as finances are concerned," said Bridges. "This is a great budget and Jimmy deserves a lot of credit," said Murphrey. "The capital outlay projections are based on revenue and if we don't have money we won't spend it." "What other city has been able to provide a budget with- out increased costs to citizens?" he asked. Bridges asked when the city could budget money for the recreation department and specifically for a new Deal Street Pool. Maney said that $30,000 is budgeted for painting of the Community Center.
