its very strong stance in regards
to any occurrences which in-
volve drugs or firearms.
First of all, let me remind you
. of our penalties for these viola-
tions. In the case of firearms we
follow state law and actually
exceed it in part. State law; re=r =
quires a 365 day suspension for:
any student who brings a
firearm or explosive device on

A student who is not responsi-
ble for bringing the item on
school property but who han-
dles it in any way is in for a sus-
pension for the remainder of
the school year, a penalty not
required by state law.
For involvement with drugs,
penalties are also quite serious.
Mere. possession.and./ or. use of
drugs at;school results in a 10-
day suspension on the first of-
fense. This suspension can be
reduced to three days if the stu-
dent and parents agree to com-
plete a drug education course.
If the student so agrees but does
not complete the course, the re-
mainder of the 10-day suspen-
sion is invoked. A second drug
offense at any time during the
student’s enrollment results in a
long term suspension for the re-
mainder of the school year.
We have an even more seri-
ous penalty if the student in-
volved is distributing the drug
to someone else either by sell-
ing it or giving it away. In such
circumstances the student is
long term suspended for the re-
mainder of the year without op-
portunity to reduce the suspen-
sion. It has been our philosophy
that in these cases a stronger
measure of discipline is appro-
priate as the behavior of the stu-
dent in question is affecting
someone in addition to him-
self /herself.

Why we are seeing this in-
crease in incidents at this time is
not something for which I have
an answer. We have had these
strong disciplinary conse-
quences in place for such of-
fenses for some time. Students
involved have been quickly and
consistently disciplined. We
have numerous drug and
weapons awareness programs
in the system. For some reason
we have seen a recent increase |
in the number of students who | .
either (1) don’t care about the
rules; (2) think they can partici-
pate without getting caught; or
(3) can’t walk away from others
who want to drag them down.
Obviously, our entire com-
munity needs to help with this
problem. We will continue our
efforts. We also need the help of
our families in monitoring the
behavior of their students.
These drugs and firearms come
to school from off the school
grounds. These students have
been able to obtain them some-
where. Parents must be careful
to keep abreast of the places
their children go and the people
with whom they associate.
None of these efforts will guar-
antee that such problems can’t
occur, but they will certainly
help minimize the opportunity.
Parents should also talk with
their children about the dangers
of involvement with firearms
and drugs.
We believe our children must
be held accountable for these
behaviors. We also believe that
very strong measures of disci-
pline are appropriate for the
very troubling occurrences

We would much prefer that we
do not have to do so. What that
takes is a more serious under-
standing by students of what
their responsibilities are while
at school and school-related
events. I can assure you that we
would like nothing better than
to have a year when no such
events take place. I believe: this
is possible.

strategies are sound, and we
must continue them. We know
many more of out students re-
frain from these activities than
take part in them. In fact
students often alert us to situa-
tions about which we should be
attentive. We simply must con-
tinue the fight to rid our cam-
puses of these problems.
Hopefully, our community will
join that fight with:aimore ag-
gressive posture than ever be-
fore. We need you on our team.
