JAMES SUTTLES SHELBY- James Abraham Suttles, 72, 816 Grace Street, Kings Mountain, died June 15, 2000 at Cleveland Regional Medical Center. A native of Waynesville, N.C., he was the son of the late Frank Suttles and Faye Ruff Suttles. He was the husband of the late Edna Mandy Medford Suttles. He was a supervisor for Rauch Industries and a member of the Seventh Day Adventists. EDITH WALKER BLACKSBURG, S.C.- Edith Elva Walker, 73, 306 Gross Gin Drive, Forest City, N.C., former- ly of East Cherokee Street, Blacksburg, died June 18, 2000 at Spartanburg Regional Medical Center. A native of Cherokee County, she was the wife of the late Jack Walker and the daughter of Maude Poteat McDaniel, Blacksburg, and the late Clarence McDaniel. She was a member of Hopewell Baptist Church, Blacksburg. ; In addition to her mother, she is survived by daughters Barbara W. Smith of Forest City, and Rhonda W. Mack of Mount Pleasant, S.C.; brother Jessie McDaniel of Blacksburg; sisters Mary Lee Tessneer of Blacksburg and Thelma M. A native of Gaston County, she was the daughter of the late William Max and Zora Elizabeth McGee Abernathy and wife of the late Lester Lee Etters. She was a member of Kings Mountain Baptist Church and was retired from the textile industry. She is survived by her broth- er Leonard Abernathy and wife Naomi of Gastonia; sister Hazel Pitman of Edgemoor, S.C. City Council approves plan In a special meeting Monday, at City Hall, Kings Mountain City Council approved a self-in- suring plan for worker's com- pensation and property liability which Ray Wilson, Risk Manager, predicted would save the city money over its current plan with the NC League of Municipalities. Over the past five years, he pointed out, the city has spent $522,669.08 for worker's comp coverage. The new self-insured policy, which goes into effect July 1, allows the city to put funds into a risk management pool. $107,000 will go into the pool during the 2000-01 fiscal year, and $150,000 each in the" next four years. Over, the five- year period, Wilson projected a savings of $92,317.42 over the NCLM plan. Wilson and City Manager Jimmy Maney noted that work- er’s comp and health insurance continues to go up and many cities are going to self-insuring plans. Councilman Bob Hayes sug- gested, and Council agreed, that the policy must provide “full pay” for employees who are out of work for extended periods of time. Councilman Gene White, who cast the lone vote against the plan, said Council should have had longer to consider such an important matter. “This is something the staff has spent hundreds of hours on, and they're asking us to do something we don’t understand in 15 minutes,” he said. “I sug- gest in the future that we not be subjected with an extreme pre- sentation and be expected to vote on it at that moment.” In another matter, Council approved Maney’s recommen- dation to change its employee health insurance plan to a new company effective July 1. Maney pointed out that the current plan would have gone up 26 percent and some of the current coverage would have been discontinued. The cost of the new plan would be $58,000 more than the current insurance premium of $555,000 a year, but Maney said ‘the old plan would have in- creased slightly more. The $58,000 is not budgeted, but Maney said he is confident it can be made up through attri- tion. The city may consider a med- ical self-insurance plan in the future after seeing how the worker’s comp plan goes. In another mater Monday, Council approved the purchase of a new bucket truck for the electrical department at a cost of $66,900.
