Projected enrollment for the planned school would be 800 students initially, with another 100 likely later. If construction begins in January 2001, the school could open in August 2002. Projected total cost for the job is $11.7 million. Kings Mountain has $8 million avail- able for the job through capital reserves, land, and a state bond. They project another $1 million coming in from the state sales tax redistribution for the years 2000-2002. This leaves a short- fall of around $2.7 million. The 112,495 square foot structure is currently being estimated at $92 per square foot building cost. In his request for a loan for the difference, McRae expressed a desire to “work with the com- missioners in any way” in procuring the money or paying it back. “We're not here asking for a gift,” he reiterated. * Reasons given by the com- missioners for their unanimous vote to delay approval of the loan centered around what they felt were more pressing needs and previous commitments for the county. Reminding every- one present of his law enforce- ment background, Willie -. McIntosh said his biggest prior- ity was establishing a county- wide 911 emergency phone trunk system to be used in case of natural disaster. , “I'm not opposed to your school,” McIntosh said. “But . it’s more important to save lives.” Commission chairman Jim Crawley said that much of the county’s $3 million cash reserve was tied up. “We are facing large expenses as well,” Crawley said. One example he cited was $1.1 million for a new senior center. In a unanimous vote, the commissioners decided to put the issue aside until a mid year review could be conducted of the capital reserve situation. Senior Consultant with Tallahassee, - Florida-based MGT of America, Inc. The review compared ~ Cleveland to six other peer ‘counties in terms of overall health department services, _ costs, funding, and efficiency. The peer counties included Catawba, Rowan, Iredell, Union, Nash, and Rockingham. The review revealed that Cleveland had the widest array ~ of health services and greatest * per capita funding of any of the other six counties. ; “Something good is going on in the Cleveland County Health Department,” Speake said. ‘The review was conducted by surveying employees, clients and others who had dealings with the department. Speake ~ said that 90 percent of the clients she interviewed were . pleased with the service they re- ceived at the Health Department. Summing up her presenta- tion, Speake listed 21 areas where the Health Department could be improved. These sug- gestions focused on the fact that the county building which houses the department needed extensive renovation or replace- ment. The parking lot was also deemed inadequate.
