A native of Cleveland County, he was the son of the late John Emmer Luckadoo and Ida Sephronia Ledford Luckadoo and husband of the late Maude Self Luckadoo. He was a member of Mt. Moriah United Methodist Church. He is survived by his daugh- ter and son-in-law, Rachel and Ken Dover of Kings Mountain; step-grandson, Matt Dover of Kings Mountain. A native of Buncombe County, he was the son of the late James Flay and Ethel Hopper Owens. He was also preceded in death by his first wife, Christine Peeler Owens; brother, Frank Owens; and daughter, Mary Spearman. He was a member of Temple Baptist Church. He was a Mason and Shriner and mem- ber of Fairview Masonic Lodge #339 and the White Plains Shrine Club. He was formerly employed as a superintendent at Margrace Mills. He was a member of the American Modelers Association and former basket- ball coach for West Meck Optimist Club. He was a retired machinist and served in the United States Air Force. Young would not comment on any details specific to the case. Braswell was shot in the lower back while walking from a late Saturday night concert to his grandmother’s house on North Carpenter St. earlier this month. His body was found early the . next morning on East Ridge St. Officials with the Kings Mountain Police Department said earlier that the shooting was random, and the suspects did not know Braswell. The murder weapon, a 22 mm handgun, has been recov- ered. Police said one of the juvenile suspects pulled the trigger of the weapon. The concert was the last of the city sponsored Summer Nites Concert Series which drew about 1,000 people. Committee From Page 1A standards. The committee also plans to recommend to Council that subdivisions that have already been approved shall be limited to $100,000 reimbursement per year unless the excess is approved by Council in an open meeting. Killian said those contractors that complete each phase of their project within 24 months of its approval would receive shared reimbursement. = “I think that’s fair,” said Committee member Gene, +, | White. “A lot of people have purchased property in good faith. The new restrictions we're talking about are from now on.” White, former City Planning Director, said the concept of sharing costs with contractors was good in its day, “but every- body should recognize that we're in a recession.” Chairman Carl DeVane said ‘that any subdivision plats received by the Planning Department after Tuesday, September 18 would come under the new extension ordi- nance. The committee also discussed how it would react to State ~ plans to require wastewater treatment plants to remove color from textile dyeing opera- tions before water is released into lakes and rivers. The Crowders Creek Treatment Plant in Gastonia, which treats some 1.5 million gallons of wastewater from Kings Mountain, has two years to develop a plan to eliminate at least 75% of color from water. Water Director Walt Oilis said local dyeing operations Anvil Knit and Kings Plush discharge into the lines that flow to Crowders Creek. Ollis and engineer Al Moretz suggested that the city request that the amount of color going through the lines be monitored as it goes into the lines here, and out of the lines at Crowders Creek. Ollis said he was disappoint- ed that there was a public hear- ing on the matter on August 28 in Dallas and that the city was not notified. He said the city has until September 23 to send written comments on the mat- ter, and he intends to meet that deadline. He said the removal of color could be very expensive for the affected industries. Ollis said State officials “didn’t think this through.” In another matter, the com- mittee discussed the status of the former ABB building on Grover Road, which the city owns a partial interest in because it was financed several years ago through revenue bonds through the city’s Development Corporation. City Council recently dis- cussed putting its interest up for bids through the state-approved upset bid process, and KM received a $150,000 bid from Clancey and Theys, which assumed the loan years ago to expand the building. - Gene White wanted to know what the city’s next step is, and if the company expressing inter- est in the building had made a decision to locate here. : Maney said the deposit on th bid had been received, and the matter will move to City Council to vote to start the upset bid process.
