Husband of KM native
dies in rescue effort
off coast of Georgia
A Naval air crewman whe
died in a helicopter crash while
trying to rescue victims of
another crash will be buried
Friday in Kings Mountain.
Hospital Corpsman First
Class Kevin J. Frank died
Saturday and his body was
recovered by Navy divers at 3
p-m. Sunday near the sight of
the crash of Angel One, a search
and rescue crew helicopter from
Marine Air Corps Air Station in
Beaufort, SC. The helicopter
went down off the coast of
Brunswick, GA at 9:05 a.m.
Saturday. It experienced
mechanical difficulties while
helping the US Coast Guard
search for the victims of a
Friday helicopter crash. Four
other crew members were
aboard Angel One and were res-
cued shortly after the incident.
Frank was married to the for-
mer Scarrlette Lovelace, former-
ly of Kings Mountain. :
A memorial service for Frank
was held Wednesday morning
at the Marine Corps Air Station
Chapel in Beaufort, SC. A pri-
vate funeral service will be held
Friday at 11 a.m. at Oak Grove
Baptist Church near Kings
Mountain. Burial, with full mili-
tary honors, will be in the
church cemetery.

the loss of Petty Officer Frank,”
said Captain Gary Zuckerman,
Commanding Officer of Naval
Hospital Beaufort. “Frank loved
—being a SAR Corpsman. Our

Frank, 39, joined the U.S.
Navy in 1980 and reported to
Naval Hospital Beaufort in
1997. He received numerous
military awards including the
Navy and Marine Corps
Commendation Medal, Navy

bronze stars, Navy Unit
Commendation Ribbon, Navy
Meritorious Unit
Commendation Ribbon, Coast
Guard Meritorious Unit
Commendation Ribbon with
Operational Device, Fleet
Marine Force Ribbon, National
Defense Service Medal, Sea
Service Ribbon, Overseas
Service Ribbon with two bronze
stars, and the Navy Pistol
Marksmanship Ribbon. He
qualified for the Naval Air
Crewman and Fleet Marine
Force designations.
He was a 1980 graduate of
Pope John XXIII High School in
Sparta, NJ and enlisted in the
Navy under the delayed entry
program on October 14, 1989.
He began recruit training July
24, 1981 in Great Lakes, IL.
The exact cause of the heli-
copter crash is still under inves-
tigation.

7, 2002 at her home. :
A native of Cherokee County,
SC, she was the daughter of the
late John Lester and Nora
Elizabeth Spurling Caveny. She
was also preceded in death by
her sons, Danny Earl Spearman
and Dennis Wayne Spearman;
brothers, Lester Caveny, Harlin
Caveny and Robert Caveny; and
sister, Velma C. Bolin.
She was retired from Mauney
Hosiery Mill and was a member
of Oak View Baptist Church
where she was an active mem-
ber of the choir, a Sunday
School teacher, and a member of
The Young at Heart.
She is survived by her hus-

EDC faces five percent

. Money is expected to be tight among
North Carolina’s municipalities and coun-
ties because of the state’s budget shortfall.
And departments within Cleveland
County government are expected to trim
their budgets for the upcoming fiscal year.
According to Cleveland County Economic
Development Commission officials, the
agency will be making cuts.
During a recent meeting in Shelby, EDC
Director Steve Nye presented a budget with
a five percent cut.
Last year, the EDC's budget was $88,900,
with $27,770 going for membership dues in
the Charlotte Regional Partnership. The
budget figure does not include a $9,000
tourism grant and $61,504.80 for industrial
incentives.
County departments have been asked to
‘submit a budget with no increases and one

that shows which items could be cut.
Items titled “motor fuels”, “dues /sub-
scriptions”, and “professional service had
decreased funding in the proposed EDC
budget.
Nye said the cuts can’t go any lower.
“We're about as down to as low as we can
get,” he said. “I wish I had better news, but
folks, it’s tight all over.”
Board member Kenneth Ledford said the
EDC should be spared the financial cuts
from the county.
“When you start dealing with economic
development, that’s one thing you don’t
need to cut,” he said.
In other business, Nye issued a document
about several issues currently facing the
EDC. Those issues include:
* economic development: Although the
idea of merging the EDC with the chamber
of commerce has been proposed, Nye said
another idea has been to form a committee
of 100 people to help add private funds to
economic development activities in
budget cut
Cleveland County. No decisions had been
made on either of those plans, but one issue
will be important, Nye said.
“One of the most important issues will be
the definition of the value to be added and
expectation levels of stakeholders due to the
additional funding for economic develop-
ment activities,” he said.
Another high priority for the EDC is to
develop a five-year strategic plan that
would involve all financial stakeholders: the
county, Kings Mountain, Shelby, Boiling
Springs, Cleveland County Sanitary District,
the Cleveland County Chamber, and other
municipalities.
e travel and tourism: Maintaining current
operating level despite the budget crunch is
the main concern for this area, according to
Nye’s report. He said costs of publication
production and their demand have
increased. Improving the county’s travel
and tourism information on its web site was
also cited as a priority.
