Since the governor has seized local money for the second consecutive year, Kings Mountain leaders have been pushing for a bill to limit the governor's power during a financial cri- sis. Recently, city leaders were in Raleigh to talk with state lawmakers about the bill. “ 1did not think it was right to fund the state’s budget on the back of municipalities,” Murphrey said. “We had passed our budget. Council and staff had worked very hard to secure funds.” Easley announced Thursday that he would cut 1,300 state positions to help balance the 2002-2003 budg- et which is yet to be passed.
