Moore to be sworn
into State office
next Wednesday

Representative-elect Tim
Moore, an attorney from
Kings Mountain, will be
sworn into the North
Carolina House of
Representatives at noon
January 29. Although More
will not take office for
almost a week,
he already has
ideas for bills he
would like to see
passed.
In North
Carolina, no laws
exist to punish
repeat offenders
for misdemeanor
larceny, said
Moore. Each
time a person is
convicted of mis-
demeanor larce-
ny, he or she is
sent to prison for
a maximum of
120 days, without
regard to whether
he or she has been convicted
of the same offense previ-
ously.
Moore cited a case in
Shelby as an example of the
problem. One man has been
convicted of misdemeanor
larceny 37 times, and he still
receives only four months in
prison for each offense.
Immediately after the
offender is released from
prison each time, lawn fur-
niture starts disappearing
again, he said. Under
Moore's bill, after a person’s
fifth or sixth offense, the
crime would become a
felony and carry a much
more severe punishment.
“It happens over and over
and over again,” he said.
“These folks often have
drug habits, although not
always. To punish them as
a felon would put them
away for a while.”

tion of the Speaker of the
House will take place.
Depending on who is
elected Speaker of the
House, Moore said he antici-
pates being appointed as
chair of the judiciary com-
mittee, which would mean
he would be
= able to evalu-
ate suggestions
for law
changes at the
state level. He
also said he
may be
appointed to
the appropria-
tions commit-
tee, which
examines fund-
ing requests
and helps
write the state
budget. He
said he may
also be
appointed to
the transportation and edu-
cation subcommittees.
“I feel certain it'll be Leo
Daughtry,” he said, but it’s
really too early to speculate,
he said. Daughtry is the
nomination from the
Republican Caucus,
although rumors that Rep.
Joe Kaiser, a Republican
from Lincoln County, is also
running for Speaker have
been circulating, said
Moore.
“It’s not a stable situa-
tion,” he said. “From what
I'm hearing, no single per-
son has 61 committed votes
to be elected.”
In the House, 61 votes are
required to elect someone as
Speaker. Right now, 61
Republicans and 59
Democrats are in the House.
Republicans have the major-
ity, but all 61 of them would
have to agree on the
Speaker in order to get one

85, 1708 Shelby Road, died
January 20, 2003 at
Cleveland Regional Medical
Center.
A native
of
Cherokee
County,
SC, he was
the son of
the late
John
Spurgeon
and
Margaret
Eugenia Little McSwain. He
was a member of Bethlehem
Baptist Church. He was
retired manager of the Joy
Theater, and also retired
from the Kings Mountain
Police Department. He
served in the United States
Army during World War II.
He is survived by his wife,
Maude Dingler McSwain of
Kings Mountain; sisters,
Juanita Goforth and hus-
band Ben T. Goforth of
Kings Mountain, and
Jeanette M. Jenson of
Virginia Beach, VA; niece,
Teresa Bell; and nephew,
Ricky “Roberts.
The funeral was conduct-
ed by the Rev. David
Blanton at 11 a.m.
Wednesday at Ollie Harris
Memorial Chapel. Interment
was in Bethlehem Baptist
Church cemetery.

She was a member of

maker.

Authority committee voted
to hold a grant appreciation
reception for all those who
have received grants from
the group so far.
“We want to publicize to
the community what we're
doing,” said committee
member Carl DeVane.
