Cleveland County School Board goes over proposed budget at Thursday meeting. ANDIE BRYMER / HERALD County school board gets first look at proposed budget for 2004-2005 BY ANDIE L. BRYMER Staff Writer Cleveland County School Board members had their first look at preliminary budget projections last week. Superintendent Dr. Gene Moore called the $33.6 million figure “just a start- ing point.” The budget includes $14.7 million in instructional pro- gramming, $14.8 million in support programming and $4 million for capital outlay. The county’s portion of that budget would be $24.3 million. That breaks down to $9.5 million in county appropriation, $8.1 million in supplemental tax; $3.1 million in sales tax redistrib- ution; $505,000 in fines and forfeitures; $2 million in cap- ital outlay and $866,000 in special school capital reserve. School officials say the county acts as a conduit for the state special school capi- tal reserve item. That item - returns to the budget after a two-year hiatus during the state’s budget crisis. The $33.6 million includes $404,000 in salary increases, $235,000 in benefits increas- es and $360,000 to equalize local supplements to the state money which pays teachers’ salaries. Inflationary adjustments for other insurances will cost $138,000. The board will increase supplements for teachers from the former Cleveland County and Shelby City school districts to make those equal with salary sup- plements in the former Kings Mountain District Schools. The board will meet April 22 at 6 p.m. for an in depth breakdown of the budget ‘and will meet again April 29 at 6 p.m. to vote on the final budget which will then be ‘submitted to the Cleveland County Board of Commissioners. The loca- tions of those meetings will be announced closer to time. Board member Tommy Greene voiced concern that if Cleveland County Commissioners keep a rev- enue neutral budget, the schools will not get an increase in funding. County commissioner Chairwoman Mary Accor said that she has not made a decision on her vote. “Until I see all the num- bers and hear all the rea- sons, I won't have a posi- tion,” she said. Commissioner Ronnie Hawkins said the school system will get more money. “They’ll get money but it won't be a quote windfall,” he said. Regardless if property val- uation is raised, the tax base will increase due to growth, he said. Hawkins said the school system is in the best shape ever, a point Greene dis- agrees with. Hawkins asked for the schools’ help in being fiscal conservatives. He said all county departments have needs. In other business, the board approved a public - participation policy which will be in effect at its next meeting. A few individuals had objected to language in the policy which only allows speakers to address agenda items. “A couple were upset. They were used to being able to speak about anything within reason,” board mem- ber Shearra Miller said. The board said it hopes people will take issues through the appropriate chain of command resolving problems before they reach it. The board does plan to schedule two or three meet- ings each year where it will hear input from the commu- nity on non-agenda matters. Board members heard from Cleveland County Head start Director Patty Norman on the need for board education if the local head start is going to contin- ue to have its federal funds administered through the new merged school system. Prior to the merger, CCHS's funding'was administered through the former Kings Mountain District Schools. After a December site visit, federal regulators told CCHS it must make several changes. One requirement is that its grantee, which is now the newly merged board, must be educated about the program's budget, philosophy, long and short range goals, plans and pro- cedures. Some board mem- bers objected to regulators recommendation of a one- day training session. Board chairman George Litton said he relied on administrators to do their day to day jobs without his input. “I can’t sit here and know everything Larry Allen does, Ted Knapke does and Gene Moore does. I'm just not capable of supervising a Head Start program,” he said. Federal regulator Becky Baker told the board she knew of programs which had lost their funding. She defended the board educa- tion requirement saying it improved programs. While Cleveland County Schools is currently the grantee for Cleveland County Head Start funds, other agencies can bid for the contract. According to Norman, less than 10 Head Start programs in the state are operated through local school systems. She said the agency wanted to continue to be part of CCS because it offers classroom space, pro- gram administration, cafete- ria services and a smooth transition to elementary school for participants. Board members agreed to some form of board educa- tion. “Do what you have to to meet the regulations,” Greene said. The board unanimously approved a resolution writ- ten by the North Carolina School Board which would continue to give local-boards control of the school calen- dar. A tourism industry group is advocating the state mandate school cannot start before Labor Day.
