Sewer grant response not good BY ANDIE L. BRYMER Staff Writer Response has not been good to a Community Development Block Grant proposal to bring sewer to 12 homes in upper Galilee Church Road. The City of Kings Mountain can apply to the state Division of Community Assistance for federal HUD funds to install sewer. Under federal guidelines, funds must be distributed to a “concentrat- ed need area,” according to Steve Austin, a program administrator for CMR Services, a city planning * and grant consulting firm used by the city. Because the home repairs are part of the package, resi- dents must agree to an eight-year lien on their homes. If the home is sold before the eight years are up, the home repair money must be repaid. Renting the homes would not necessi- tate repaying the loan. If the homeowner dies the loan is forgiven. Austin met with neigh- bors but they were reluctant to sign lien agreements. “We're sort of at a loss right now,” he said. Austin is continuing to. meet with homeowners this week. + The city can apply for the funds for another neighbor- hood in next year’s grant cycle. Traditionally most of these improvement funds have been spent in the east- ern part of the state, Austin said.
