(Fourth grade awards) Perfect attendance - Chelsea Building bids surprise board EMILY WEAVER eweaver@kingsmountainherald.com The Cleveland County Board of Education was surprised with two $100,000 plus construction bids at its Monday night meeting - one at Kings Mountain High's Phifer Road vocational project which they thought was includ- ed in the origial $1 million-plus package, and the other at Boiling Springs Elementary where a project had begun that had not been previously approved by the board. Dr. Larry Allen, deputy super- intendent for auxiliary services, told the Board that he was required by state law to bring the two financial matters to their attention and to get their approval since the bids were over $100,000 each. “The Phifer Road Project needs to be fitted with the technology that will support that program,” he said. The final bids on renova- tion were approved by the Board earlier this year and construction is now almost entirely complete. However, the final bids did not include the necessary implemen- tation of phone, intercom, and bell systems that would connect the building across the road from the main campus to the school. KMHS also needs upgraded phone, intercom and bell sys- tems to match those needed for the new building, he said. The current systems used at the high school are “hand-me-downs” and the phone system does not have room for any expansion, he said. The total cost for the project will be $134,000. The cost comes from a bid provided by Bell South, the only bid the school system received and the only source that the district could use, according to Allen. This sole bid is to include all of the costs and materials needed to complete the project. Funds to cover this will come out of the capitol improve- ment budget. “Is there a reason why this wasn’t included in the original budget for the Phifer Road proj- ect?” asked Board member Phillip Glover. “We had it in our regular budget and not the Phifer Road Project budget. So we didn’t include it at the time,” Allen said. “When we authorized the Phifer Road project, I just assumed that was a turn key (decision). But it was not a turn key?” asked Board member Dr. Jack Hamrick. “It did not include the phone system and all of the technolo- gy,” Allen said, adding that the original bids were only for the renovation. Allen said that the need for the new technology in the project has been discussed for months. Hamrick asked him why it was not brought to the Board's atten- tion that there would be an addi- tional expense before they approved the project. Allen said that the expenses for the technol- ogy falls under the funds set aside for communication needs flooring at in the budget. After some debate, the Board approved the bid to complete and update the com- munication technology at KMHS. Allen then proposed the low- est bid of $186,798 to redo the Boiling Springs Elementary School for the Board's approval. However, the floor-work had already been started at the school and their approval was just a formality. With a glint of frustration in their eyes, they approved the bid 8-1, with Glover opposing. Monday night was Jo Boggs’ last meeting as a board member. She will resign at 9:29 am on Monday, December 4 and be sworn into office as a county commissioner at 9:30.
