number of low-income
people In Cleveland
County participating In
the program.
In July 1079, there
were 2.S40 residents of
the county par
ticipating, compared to
only l.ses In July 1B78.
The total vadue of the
stamps Issued In July
1970 was $60,099.
Even with this In
crease In participation,
I there are still 8,988
people in the county who
are eligible for the
program who are not
participating baaed on
estimates from the
Division of Social
Services of the N.C.
Department of Human
, Resources.
Many changes have
taken place In the
program this year as a
result of food stamp
reform legislation
enacted by Congress In
1977.
John Kerr, chief of the
Food Assistance
Section of the Division,
cited two changes,
however, as the most
significant In determin
ing the number of par-
tlclpants. “The
elimination of the
requirement that people
have to pay a certain
amount of their money
In order to get a larger
amount of food stamps
became effective on
January 1. Participants
now receive a smaller
amount of stamps at no
charge. Lowering the
eligibility level to the
federal poverty level on
March 1 had little effect
on the number of
recipients In North
Carolina because the
vast majority par
ticipating already had
very low Incomes," he
Indicated.
Kerr said that
statewide there were
810,870 people par
ticipating In the
program In July 1.979,
compared to only
376,011 a year earlier.
Tills was a 86 percent
Increase. "We still have
490,728 people across the
state with Incomes low
enough to qualify for
food stamps, based on
estimates by the U.S.
Department of
Agriculture, who are not
participating," Kerr
said.
The total cash value of
food stamps Issued
statewide in July July
1979 was $16.8 million.
He estimates that over
$200 million In food
stamps will be issued
during the current state
fiscal year, which ends
June 80, 1980.

Seventy-three percent of
North CaroUn's two-year-olds
are fully Immunised against the
serious childhood diseases,
according to a survey just
released by the Division of
Health Services of the Depart
ment of Human Resources.
Additional thousands have
partial protection. For example,
92 percent have been protected
against diphtheria, tetomus, and
whooping cough (DTP),
with three or more shots. The
other Immunizations required
under state law are polio,
measles, and rubella (German
measles). Mumps vaccine,
while not required. Is usually
administered.
Frank Lewis, coordinator for
the state’s Immunization
program, slad that while the
percentage of two-year-olds
having full protection Is still
short of the announced goal of 86
percent, "we are making solid
progress In getting children
started on their Immunization
schedule. In 1978, we found that
6 percent of the children at this
age had none of the required
shots; In 1974 the figure was 4
percent; In 1977 It was down to 2
percent, and In the current study
it Is 1 percent. This Indicates
that progress is being made."
The recommended schedule
calls for the first shots to be
administered at two months of
age, and by two years the child
should have completed the
schedule.
Lewis said that there was
some Increase In the ad
ministration of all vaccines to
two-year-olds, except for the
oral polio vaccine, which
showed a decrease from 88
percent last year to 79 percent.
This can be explained, he said,
by the July, 1977, change In
recommended dosage. At that
time the third dose for an Infant
less than one year dropped to
two doses, with the third to be
given at 18 months of age.
"Clearly, a lot of children who
received two doses In the first
year of life never got their third
shot at 18 months,” Lewis said.'
"The children we are reaching
now reside In segments of the
population that are extremely
difficult to reach, so that
progres, as reported In per
centages, will come slowly,"
said Lewis. “Although It Is an
expensive process, most local
health departments have
established tracking systems for
patients who need additional
shots.”
All Immunizations can be
obtained free of charge at the
health clinics.
