HIRING POLICY
From page 1
plication”, he added.
Huffman said he tries to carry
out the personnel policy which
states that the “geographic area
for recruiting well-qualified can
didates is not necessarily limited
to Kings Mountain and
Cleveland County.”
The city’s Personnel Policy
permits department heads to hire
outside the city. It states that in
cases where residents and non
residents are equally qualified,
the local resident shall receive
first consideration.
Huffman, an outside city resi
dent who lives about seven miles
from town in the Dixon Com
munity, was given permission by
the brard of commissioners to
continue his residence there
when he accepted his job as sec
tion foreman. The action was
taken on Dec. 22,1978. Huff
man was a construction foreman
with the city until Ed Dwyer
resigned as Superintendent of
Public Works. Huffman was
promoted to his present position
on Dec. 22, 1978. He also serves
as Acting Codes Director.
Huffman said that the
breakdown in Public Works as
to race are 11 Blacks, one In
dian, two White females, and 31
White males.
“1 have always played fair in
dealing with people and have
followed the rules of the city’s
personnel plan in hiring practices
with the city,” he added.

RECORD BUDGET
From Pag* 1
The Board, after a public hear
ing, annexed the Linwood Road
property of Wesley and Pearl
Kiser.
After a public hearing, the
Board approved a request to
rezone the property of Herman
Cash Grocery on Shelby Road
from R-20 to Light Industry.
The Board referred to the
Zoning Board a request from
Tommy Hall to rezone from GB
to R-20 property fronting 200
feet on Road 232 in the one-mile
perimeter.
The Board tabled a requst to
rezone property owned by
Bradley Builders on Highway 74
inside the city limits from R-20
to L-I. Mayor Pro-Tern Jim
Childers made the motion to
table the matter so that “com
missioners can see the property.”
The Zoning Board took no ac
tion on the petition and referred
the request to the city board for
action. During a public hearing,
Mrs. Betty Morris objected to
the rezoning. ‘There is no other
light industry in the area and if
the property is rezoned we don’t
know what kind of business will
come in.” Mrs. Morris said the
owner is there under the grand
father clause and is interested in
selling the property. She sug
gested the board postpone action
until a buyer is obtained and
rezone the property on the
merits of the type of business.
“We don’t want a lot of
undesirable business locating
there”,she added.

Street Names
Cause Confusion
When city streets have the
same names confusion results.
And residents of Fulton Street
want the city fathers to change
the name of Fulton Drive
because of confusion of similari
ty of names.
Mayor John Henry Moss read
a petition which noted that
response to a recent emergency
call on Fulton Street was
delayed 15 to 20 minutes
because the rescue squad went to
the wrong street.
According to the petitioners,
Fulton Street has been in ex
istence for many years and
Fulton Drive, the newer street,
should be renamed.
Commissioner Norman King,
who made the motion to accept
the petition and appoint a com
mittee to study the request, said
that four streets in Kings Moun
tain bear the same names.
