WINSTON-SALEM Mrs Jean ette Christine Higgins. 21-year-old mother, waived preliminary hear ing Monday and was bound over to Superior Court on charges >i manslaughter in the deaths of her two small children. The children suffocated at their home February 19 while their mo ther was reportedly out on a date, officers said.
