I I just Yours.” i Ro§imm €§nimim On ChiMma Cats For Child Advotaty Confer ATLANTA, Ga. - The urgent need for establishing a national center of child advocacy in the Federal government has been endorsed by the 12-state Sout h Regional White House Conference on Children which met here earlier this month. More than 200 delegates from southern states aridPuertoßico called for congressional appro priation of $300,000 for FY1972 to support a continuing children and young program. As outlined by presidential aide Stephen Hess, the projected program would begin July 1, 1971. One-third of the money would be funneled to state com mittees. An additional SIOO,OOO would be earmarked for establishing a strong advocacy role within the Office of Child Development in the Department of Health, Education, and Welfare, Wash ington. The final SIOO,OOO would be used for implementing action programs through young peo ple. Elaborating on the establish ment of a child advocacy cen ter, Dr. Donald Cohen, chair - man of infant development re search, HEW, Washington, told the conference that a national center for child advocacy would be the recognized voice for chil dren at the national level. Such a center, he explained, would operate through two major subdivisons--a chil dren’s concern unit and a unit for vulnerable children. "The children’s concern cen ter would be a place for parents to turn for information, an alysis, and action," said Cohen. The center for vulnerable chil dren would be designed to serve the physical, environmental and emotionally handicapped needs of children, particularly Indian children and other deprived mi norities. Rev. Andrew Young, chair man of the Atlanta Community- Relations Commission, urged the state delegations to "find ways to listen to children" in a key address that concluded the conference. Young deplored today’s present parent - child relationship which, he said, has too often become more authoritative than loving. He cited the open hostility by some young people towards schools which have become "fortresses" rather than en joyable places for learning. "There is a tremendous a mount of violence In our so ciety that is being share with our children,’’ Young said. "I don’t mean television." "I mean like putting 40 kids in a room and expecting them to keep quiet or else. . .It’s a form of repression, particular ly in the garger cities where people don't know each other as they do In the small towns." Children, he insisted, have a legitimate need to find their role and lifestyle; and to do this they need to have some freedom. “Nowhere in society do we seem to be acknowledging that children have more knowledge at their level of education than we had when we were at that level," said Young. Young people know school and drug problems better than many adults; they even have many of the answers and will provide them, if adults are willing to give them the trust and re sponsibility they need, said the Atlanta human relations of ficial.
