Department of Housing and Urban Development to for bid "kickbacks'* by mortgage representatives to those who brlr.g mortgage loan requests to them. They prohibit the payment of a fee, directly or Indirectly, by a mortgage in connection with a transaction Irvolving a mort gage Insured by HUD's Federal Housing Administration to any person, if such person receiv ed payment from anyone else for services related to the transaction. The regulations cover attor- niiys. escrow agents, tltlecom- ranfes, consultatns, mortgage brokers, sellers, builders, and real estate agents. Secretary George Romney, In announcing the new rcgula- tiorts, explained that in some , parts of the country real estate agents demand a fee or other consideration from mortcaeo representatives for placing loans with them. Some -nort- gage representative.s havo su- llelied mortgage placements with them in return for com missions, he said.
