In announcing my candidacy for
re-election for another term as
your County Commissioner from
the mainland of Dare County, I
do so on the request of many
friends and business men and wom
en of the County, and on the
strength of what I have helped to
accomplish during the time I have
served as your Commissioner. I
have nothing to offer you or any
promises to make other than if
re-elected, serve the entire
County as honestly and efficiently
as it is possible for me to do,
working at all times to serve all
the people of the county, using no
discrimination with any section of
the county, and shall continue to
work for better schools, better
welfare for the aged, better roads
and better County Government and
lower taxes when it is possible
within the keeping of good county
government. I know the peo
ple of the County are saying
taxes should be lower. That is
true: We had the rate set this
year at .90c but then came two
school sites to buy that cost the
county $40,000 which raised the
tax rate to $1.15, but from now
on we will have no school sites to
buy and the tax rate should not
exceed .90d or maybe lower, and
I assure you that our board does
not want excessive valuations or
a high tax rate for the people of
our County. I want to thank the
people for the very large vote
they gave me the last time I ran,
and I urge and thank you for your
continued support in the coming
primary and assure you of my
deep appreciation. With best wish

Each bid must be accompanied
by a certified check for five per
cent (s'/t ) of the amount of bid
made payable to Dare County,
North Carolina of Manteo, N. C.
In lieu of the 5% certified check,
the bidder may offer a bidder’s
bond in the amount of 5% of the
amount of the bid. All checks
must be drawn on a Bank or Trust
Company insured under the Fed
eral Deposit Insurance Corpora
tion.
Plans, copies of the Proposal,
Contract and Specifications, etc.,
may be obtained upon application
to the Engineer. A set of plans
and specifications are on file at
the Office of the Associated Gen
eral Contractors, the office of Dare
County Commissioners, and the
Office of the Engineer.
The bids for this proposed work
will be received at the Board Room

at which place, and at the time
stated above, they will be publicly
opened and read.
Consideration will be given only
to bids of contractors who submit
evidence showing that they are li
censed under “An Act to Regulate
the Practice of General Cohtract
ing”, ratified by the General
Assembly of North Carolina on
Maych 10, 1925, and so subse
quently ammended.

in an amount equal t<? 100 per
cent of the contract price, condi
tioned upon the faithful perform
ance of the contract and upon the
payment in full to all persons
supplying labor and furnishing
materials for and in connection
with the construction of the proj
ect.
Plans and specifications may be
obtained upon application to the
Engineer, accompanied by a de
posit of Fifteen Dollars ($15.00).
If a bona fide bid is submitted,
this deposit will be refunded.
Where no bid is submitted no re
fund will be made.
The Dare County Board of Com
missioners, Manteo, N. C., reserves
the right to increase or diminish
the projects and/or quantities
given in the preposal and to award
contracts which appear to be for
the best interest of the Commis
sion. The Commission also reserves
the right to hold any and all pro
posals for a period not to exceed
sixty (60) days from the date of
opening thereof. The Dare County
Board of Commissioners of Man
teo, N. C. also reserves the right
to reject any or all bids and waive
informalities.
