TO THE PEOPLE OF DARE COUNTY GREETINGS:
My recently announced intention to file for the House of Representatives is official. I am a candidate for this
office.. •
But even before my candidacy became confirmed by filing as required by law the rumor began passing that
I was not sincere in my announced intention—that I had no real interest in this representative office, but was merely '
attempting to divide the voting support of one candidate in an effort to aid or strengthen the other! For the people
throughout the county who know me, such slanderous statements do not merit a reply. However, for those who do not
know me and may be misled, let me say only that this is a deliberate, vicious untruth designed to discourage my entry
into this political race and to discredit my candidacy thereafter. It is a false rumor born of fear by certain persons
that upon being elected to serve as the people's representative I would not be dictated to or controlled by any
one person or any small group.
Let all men who labor under such a fear know that they have real cause for concern. For my interest is not
in any select individual or group, but in all the people of Dare County, their economic welfare and happiness. Only to
. the people, therefore, shall my responsibility lie.
The qualifications for this important office of public trust are extremely high and we can no longer afford
■ other than the best. In its present disastrous plight if Dare County is to continue in successful competition with other
areas of like interest in North Carolina and other states it must stand in the General Assembly as a powerful, moving
force, capable not only of introducing occasional local bills but one which, continuously exerts an influence in shaping
state-wide policy and in the enactment of the general laws under which we all abide. Our county is small in size, there
fore, it must be large in its quality of leadership. We must employ our most capable talent in order to reap the ultimate
benefit. And if this degree of excellence should eliminate me, then let it be, for the county's interest must be second to
none. Our forebears on this coast were among the first, and it lay in us to be among the best. The great heritage of
the past leaves no other choice.

With a great deal of humility I offer my services as a native Dare Countian and a lawyer to become your
representative in the State Legislature. Should you favor me with this high position of public trust the several interests
of Dare County will be my most cherished client.
The support of all who feel I will represent them with honor, dignity, and credit to our county is solicited.
