Commissioner Sotir, on reporting on the Rescue Squad, said that the defibrilation training is almost complete but no date has been set for the qualifying test. He went on to make the observation that the State is requiring more and more training all the time with the result that we may not be able to keep the Rescue Squad a volunteer group indefinitely. The Town should begin to consider the need for a paid staff. Meanwhile, there is the prospect of having EMT's in the county with advanced training who will be available to help local squads when their greater expertise is needed. Commissioner White reported that police answered 89 calls, 5 false alarms, assisted 5 motorists, issued 34 traffic citations, made 1 traffic arrest and performed 9 breatha lyzer tests. There were no fires. The lightening storm of February 6th hit the radio tower and knocked out much of the equipment inside the Town Hall. The telephone system, radios and computers have been fixed. The breathalyzer machine will have to be replaced in order to be accurate and authorization was given for that. Insurance covers these items. Mrs. white requested and obtained approval to sell the 1985 police car considered surplus and to give away the metal desk no longer in use to the Town of Stella. With the announcement of the Board of Adjustment hearing to be held on Tuesday, March 7th at 9:00 a.m. concerning the appeal of the Sheraton Convention Center to build a parking lot on the property between it and the Windjammer and announcement of a procla mation of the Month of March as Public Giving month, the meeting was adjourned. PLANNING BOARD MEETS At the January meeting of the Planning Board Chairman Harry Schlimper apprised the board members of the EPA's policy concerning the coastal wetlands to require tougher'' enforcement of laws. It was reported in the newspapers that permission from the Corps of Engineers will be required before any fill can be placed on wetlands. The Board and the Building Inspector will be requesting a copy of the latest manual of regulations. The study of the percentage of coverage of each residential lot by impervious material has been completed. The average coverage was found to be 15.75%. However, 13 lots were found to be over 25% covered thereby. Jack Green and Cliff Mitchell con ducted this survey. A consideration of the request by the water company to activate its well site located near the corner of Oakleaf and Hawthorne brought denial of the permit until such time as the water company has control of a 100 foot radius of land in order to prevent pollu tion. This is a matter for the water company to work out with the state. Decisions made by the Board at this meeting were: 1. Recommended no change in the present building heights ordinance. 2. Recommended no change in the sign ordinance. 3. Recommended adoption of a proposed Surfing Ordinance. COMMUNITY APPEARANCE COMMISSION The Commission performed a total of 10 inspections in December. Most of these were requests for tree removal. Four of them were for new houses. Members are concerned about the appearance of some of the mailboxes and paper boxes in toivn. It would be helpful if there were a uniform mailbox policy. Further study t of this problem is underway. *
