Jones Reports From Washington The United States House of ;ltepresentatives continues to •be in recess through the tabor Day weekend. : : r In retrospect, the 91st Con gress has up to this date -passed several major bills out, :<if the large number which .have been introduced thus 22,324. The most tfar : reaching legislation was the Reform, which in my Opinion was long over-due, ;3for with the increase of cor porates, conglomerates and foundations, there were far ;ioo many loopholes in the old As* which permitted many to : escape the paying of taxes completely or their just amount of taxes. The major Items in this bill were first, 'reduction in the oil deple tion allowance, and the in clusion for tax purposes of '' heretofore tax exempt bonds. It also provides some relief for low-income families as well as more liberal provi sions for women who serve as heads cf. households. Another bill of importance signed into law was the j)rhft Reform Act, which al lows the President to. arbi B. A. Along with other members of Congress I joined in the sponsorship of legisla tion which I believe will stem the flow of this through the United States mails. Pres ently, the Hcuse has passed such legislation to make it a federal offense to send such literature into the home un solicited; and the bill is now pending in the Senate. Os course, other items of major interest to our citizens of the First District have been passed, such as in creases in the rate of social security, the 18-year-old vote, etc. And many more bills directly affecting our citizens remain to be still considered by the Senate, most notably the Farm Bill. Thus, it still remains doubtful as to the date of the final adjournment of die 91st Congress, with so many pieces of legislation yet to be considered. Lights V p-Crimes Down, Says Highway Expert Fewer than 100 of the 18,- 000 incorporated towns and cities in the United States are properly lighted, according to Amos Landman, educational director of the Street and Highway Safety Lighting Bureau. “It’s a toss-up whether someone walking the streets at night will be the victim of a driver who can’t see him or of a mugger he can’t see,’’ Landman said. Citing the 11 percent rise in crime nationwide in 1969, Landman added: “We must mount a massive campaign to bring our streets out of the darkness, to make them at 1 least as safe as they are dur ing the day. With so many worthwhile activities compet ing for our attention—spec tator sports, theatre, political activities, sandlot baseball, jobs, shopping, and just visit ing friends and neighbors— * it’s-unthinkable that so many are afraid to leave their homes after dark.” Edenton, North Carolina, Thursday, September 10,1970 The 1971 Ford LTD Is highlighted by this new front end treatment featuring a forward thrusting center grille section and dual exposed headlamps. Mother Os Burned Child Writes Letter (Editor’s Note: This letter appeared in the January, 1970, issue of Sudan Temple’s Red Fez. It Is a story writ ten by the mother of a burned child. Chowan County Shrine Club supports the bum cen ters and crippled children hospitals with an annual ifish fry). Jt is my wish in writing this letter to express the enormous amount of grati tude and compassion which my husband and I have for the Galveston Shrine Bum Institute and their staff. We only wish that each Shriner and his wife could know what a fine facility that their tireless efforts have provided and how much these efforts have meant to a family such as ours. On June 14, 1967, Karen, out nine-year-old daughter, was burned by boiling wafer which resulted in third de gree burns to the hip and buttock area, and second de gree burns to the arms and back. We rushed her to the hospital immediately, where she was placed in the isola tion of a private room. With in a two week period, Karen had been infected by “Staff,” plus four other ir' -♦.ions. The services of a pla sur geon were engaged and we were told that Karen would have skin grafted to her third degree burn areas. We have learned that the public is extremely unaware or ig norant of the pain and suf fering to be endured by a burn victim. We have been told also that no other pain is as severe except for cancer in its final stages. Karen’s first skin graft did not take. However, we felt that this was only a minor setback and that surely the next would grow. Little Jid we know that this was only the first event of a long series of events which were to take place over the next 357 days of hospitalization for Karen. We soon learned that the donor sites or leg areas from where the skin was removed for covering the burns sites had become infected and would also require grafting. As the months passed, Karen went through graft after graft, transfusions by the doz ens and only to be in worse from HolloweU’s Rexall Drug Store Phone 482-2127 The chill and lowered re sistance of spending too much time in a swimming pool or lake has led to se rious illness, including po lio. Bar Association) SALES OF PERSONAL PROPERTY Within what periocb of time must an action be instituted for hreach of a contract in volving a sale of personal property? Under the Uniform Com mercial Code, which beccr-,. effective in North Carolina on July 1, 1967, the legal pro ceeding must be commenced within ifouT years after the cause of action has accrued. For contractual agreements othpr than those involving breach of contracts of sales of personal property, the three-year period of the sta tute of limitations is applic able to nonsealed contracts and the ten-year period is ap plicable to sealed instru ments. A cause of action accrues when the breach occurs, re gardless of the aggrieved party’s lack of knowledge of the breach. A sales contract of per sonal property has made no mention of the place of de livery or the means of deliv ery. May the buyer require the seller to deliver the prop erty to his place of business or home? No. Unless otherwise agreed, the place of delivery is the seller’s place of busi ness or if he has none, his residence. When the property is known by both parties to be in some location other than the seller's place of business or his residence, the parties are presumed to have intend ed the place to be the place of delivery.
