PAGE EIGHT-A ASCS NEWS By B. O. WEST 1971 Farm Legislation Congress recessed on Oc- i tober 14 without taking final action on the 1870 farm bill. Both the House of Repre sentatives and the Senate had passed farm legislation in 1970, but there were major differences in the Senate and House versions of the farm bill. The Conference Com mittee had approved and re ported out a conference bill, .and it was approved by the House of. Representatives on October 7. The Senate did ■ not take action on the farm bill prior to their recess. Congress will reconvene on November 16 and the Senate 1 is expected to take action im- '■ mediately after their return to Washington. The major commodities affected by this year’s legislation are cotton, the feed grains and wheat. 1971 Upland Cotton Quota And Acreage Allotment Secretary of Agriculture ■ Clifford M. Hardin has pro- 1 claimed a national marketing ; quota of 14,200,000 bales (standard bales of 500 pounds gross weight) and a national acreage allotment of 16 mil lion acres for the 1971 crop of upland cotton. This pro clamation is required by the Agricultural Adjustment Act of 1938 as amended by the Agricultural Act of 1958, and must be made not later than October 15, 1970. It will be nullified with the passage of the proposed Agricultural Act of 1970. The marketing quota of 14,200,000 bales (standard bales of 500 pounds gross weight) is figured by relating the 16 million acres national allotment to a four year (1966-69) average yield of 426 pounds per planted acre. Postponement of 1971 Wheat Referendum The President has signed the joint resolution authoriz ing the extension of the wheat referendum date to not later than 30 days followihg the adjournment of the 91st Congress. Accordingly, the secretary has postponed the wheat referendum which was to have been conducted dur ing the period October 12 through October 15, 1970. Reminder Farmers who have already received approvals for winter cover crops and/or pastures should report performance as soon as practices are com pleted, but no later than No vember 10, 1970. A.rose might t— a rose, but corn isn’t necessarily corn. In England, the word is apt to mean wheat, not maize. And in Scotland and Ireland “com” can mean “oats”. Stanley, president of the Peoples Bank and Trust Company, has been appointed vice president of the Ameri can Bankers Association for the state of North Carolina, it has been announced by Clif ford C. Sommer, newly elect ed president of the associa tion and president of the Se curity Bank and Trust Com pany, Owatonna, Minn. State Vice President Stan ley will maintain liaison be tween the national associa tion and individual banks in North Carolina. He will also be responsible for member ship activities on behalf of the national association. The appointment of Stanley is recognition of his leader ship in the activities of or ganized banking.
