A discussion was held con cerning the new jail facility. The County is exploring the possibility of creating a regional jail commission with six other counties. This would utilize space in the new detention facility and offset the tremendous cost of operating. Commissioner Phillips and Commissioner Peele were authorized to explore a proposed regional jail study commission before a six-county meeting on May 16, 1979 in Bertie County. The Board agreed on date of May 21, 1979 for FY1979-80 Revenue Sharing Proposed Use Public Hearing. Public Hearing to be held at 8:00 o’clock P.M. in the Conference Room in the County Office Building. Commissioner Copeland made a motion, seconded by Commissioner Jones, and unanimously carried, to make Edenton-Chowan Schools the contracting agent for any Title VI funds-position which may be made available to Chowan County for the reminder of the fiscal year ending September 30, 1979. This motion shall ab solve the county of any legal or fiscal responsibility for these funds. Commissioner Elmore made a motion, seconded by Com missioner Copeland, and unanimously carried that the following resolution be adopted: WHEREAS a vehicle used by the Chowan County Water Department was destroyed by fire; and WHEREAS as this vehicle is instrumental in the continued safe operation of the water system; and WHEREAS said safe operation has a direct effect on the health and safety of the citizens of Chowan County, THEREFORE be it resolved zmm mgnmm THURSDAY, JUNE 14th 9 A. Commissioner Copeland made a motion, seconded by Commissioner Peele, and unanimously carried, the following budget amendment be approved: As an amendment to the 1978-79 budget, the Chowan County Commissioners decrease the General Fund in the amount of $199,267. Department of Social Services, Line item Public Assistance, for State and Federal portion of expenditures. The source of funds will be: decreased revenues from State and Federal $199,267. Commissioner Elmore made a motion, seconded by Com missioner Peele, and unanimously carried, the . following budget amendment be approved: As an amendment to the 1978-79 budget, the Chowan County Commissioners ap propriate addition $34,132.45 to the General Fund for ap propriated fund balance. The source of funds wil be: Ad ditional revenues from ad valorem taxes - $34,132.45. The Chairman recessed the regular meeting to meet in joint session with the Edenton- Chowan School Board. The Chairman called the meeting to order. The purpose of the joint meeting was to appoint an A.B.C. Board member to fill the unexpired term of the late Hector C. Lupton. The Board, by secret ballot, appointed A. C. Hudson to fill the unexpired term of the late Hector C. Lupton on the A.B.C. Board. Term expiring June 30, 1979. There being no other business, the joint meeting was adjourned. The Board of Commissioners reconvened into their regular meeting. The Board is in the process of naming seven members to the new Industrial Bond Revenue Financing Authority. Recommendations to be presented at a later date. A motion was made by Commissioner Peele, seconded by Commissioner Jones, and unanimously carried, that pick up taxes in the amount of $227.72 be charged to the Tax Collector. The Board agreed to meet in executive session for screening County Manager applications. Meeting to be held after the adjournment of the Public Hearing on Monday, May 21, 1979. Commissioner Copeland asked to go on record as requesting to be notified of any future meetings as required by General Statutes. The Board discussed Drs. Richard Hines, Jr. and Clement C. Lucas, Jr. application for funding as part of the A-95 review process. The Board feels that it is a good concept, but also feel their first respon sibility is to Chowan Hospital. The Commissioners agreed not to give a negative comment but to express concern over any possible duplication of services that would be detrimental to the hospital and directed County Manager to write a letter to A.R.P.D.C. stating concern. The Board set the date of Monday, May 28, 1979, at 8:00 P.M., for the presentation of FY 1979-80 Budget and the County Managers’ Budget message. Meeting to be held in the Fourth Floor Conference Room in the County Office Building. There being no further business, motion was made by Commissioner Elmore, seconded, and carried, that the meeting be adjourned. Anne K. Knowing the 5 times for action is too important to take for granted. It can mean greater security for a worker and his or her family. The first time is before a person gets his or her first job to apply for a Social Security number. It takes 4 to 6 weeks to get a card. The second is after a death in the family - to see if survivors’ benefits or a lump sum death payment are payable. The third is when somebody in a family is disabled - to learn if disability benefits are f»lwTf*ir*»s feCl\&en a person reaches retirement age - 65 for full rate cash benefits or was early as 62 for reduced payments. A person should come in 2 or 3 months before 65 to arrange Medicare protection even though he or she is not retiring. The fifth time is whenever a person has a question about Social Security.
