Democratic chair man stated that the con ference majority said that President Reagan’s proposal to transfer 44 domestic programs to state and local governments without accommodating shortfall did not represent the views of the country. The official response added that Reagan “is using it to avoid facing more im mediate economic problems” and that the President “concentrated too much on long-range dreams and not enough on the current plight of the economy in his State of the Union address.” Walker added that Mayor Helen Boosalis of Lincoln, Nebraska, president of the U. S. Conference of Mayors, held a news conference to say that “Hie President’s State of the Union ... did not include the current state of the cities.” The North Carolina Democratic chairman added that President Reagan broke a 50-year tradition when he arranged an evening of entertainment for Republican mayors at the same hour of the con ference’s official reception. They were entertained at the White House and at the residence of Vice President George Bush. Democrats said that in 50 years of meeting in Washington, they had never been excluded from the White House af fairs, recalling such Republican chief executives as Dwight Eisenhower, Richard Nixon, and Gerald Ford. Penalties For Tax Fraud Noted GREENSBORO l ndividuals who attempt to avoid income tax withholding by filing false W-4' forms will find them selves paying a stiff penalty, the Internal Revenue Service says. Glenn Jones, IRS Public Affairs Officer, said, “Since January 1, 1981, the civil penalty for filing a false W-4 has been increased from SSO to SSOO. Also, the Economic Recovery Act provides for a fine of up to SI,OOO and 1 year in jail for anyone whom we prosecute in criminal court." Jones remarked, “These stiffer penalties will help the IRS to strengthen our efforts against illegal tax protesters who use unlawful sqhemes such as falsifying W-4 forms.
