In Cleveland
WASHINGTON. D C. ? The
American Red Cross will hold its
1947 annual convention in Cleve

have been informed by Basil O'
Connor, national Chairman. The
site was selected by a committee
appointed for the purpose at the
organization's 1946 convention
held in Philadelphia in June.
The Cleveland convention will
have added significance for chap

structure of the National Red Cross
which already have been adopted
by the organzition's present gov
erning body, the Central Commit
tee, and will be recommended to
Congress as revisions of the 40
year-old Red Cross charter.
These recommended revisions
provide at the national level for
greatly increased representation
from the chapters, and from the
chapters, and from the public at
large, on the national governing
body. They also provide, at the
chapter level, for participation by
the membership in all chapter op
erations.
The most significant changes
provide for:
?1< A national governing board
of 50 members, 30 to be drawn
from the chapters, as compared
with the present 18 members. 6 of
them chosen from the chapters.
<2> A system for regular rota
tion in office of such governing
bodies, in chapters, as well as iu
the national organizations;
'3) Discontinuance of the board
of incorporators provided for in
the old charter:
4) A provision enabling any 25
members to appeal to the national
organization basic grievances as tc:

and the Melon Patch
Bert ChiMere pot an ad in the
Clarion the other day. Here's what
* -iAi
^ "Planted more melons than I
can eat this year. Stop by and pick
?a many as you want. All free."
* Aa yon can gness, plenty of folks
?e?t their kids over and plenty of
the parent!# came too. Stripped
Bert's melon patch in no time. And
as they went away, Bert treated
the kids to lemonade, and offered
the grownups a glass of ice-cold
sparkling beer.
Naturally it puzzled some folks
. . . but Bert explains: "It gives me
a kick to share things when I can
afford to? whether it's the melons,
or the lemonade, or beer. I guess I
just like to indulge my whims."
From where I sit, if we had more
"self-indulgent" people like Bert

world would be a whole lot bette

matters of chapter procedures;
(5) Elimination of the present
classification of memberships ac
cording to sums contributed;
(6) A system of auditing separ
ately all accounts of local chapters
at well as of the national organiza
tion;
<7? A provision allowing the es
tablishment of committees chosen
by the chapters within each state
for the purpose of liaison with
state relief, health and welfare
agencies.
The recommendations were
made by an advisory committee
appointed last March by Chair
man O'Connor to study the or
i ionization of the Ked Cross in the
light of the tremendous growth in
it? membership and services to
the people since 1905, when its
! present congressional charter was
; granted.
In informing chapters of the
1 recommendations, O'Connor said
; they are of the greatest signifi
| cance to the Hed Cross organiza
j tion at all levels.
"When they have been carried
into effect," he said, "the govern
ing body ot the Hed Cross will be
i predominantly representative of.
; and will be responsive to. the
; chapters, with full representation
of the national interests which it
is the obligation of the Red Cross
to serve.''
