Sullivan, ar chitect of the widely ac cepted "Sullivan Prin ciples" for improving the working conditions of South African blacks, has hailed the South African government's recent ap proval to recognize the ex istence of black trade unions as evidence positive change can occur in that country without bloodshed. Rev. Sullivan, a black clergyman who heads the 5,000-member Zion Bap tist Church here, declared that the step will "serve as a catalyst to improve liv ing conditions for blacks across the continent of Africa. "This action to recognize the existence of black trade unions and their right to negotiate for the salaries and benefits of members is an historical development. For the first time, Black workers will have a voice in the work ing conditions and policies inai aueci inenv' he said. Much of the impetus for the legislative breakthrough came from changes in attitudes brought about as the Sullivan Principles have taken hold in South Africa. , j, The principles evolved several years ago after Rev. Sullivan received re quests from several South AFrican leaders to solicit the cooperation of American businesses in providing more oppor tunities for blacks and other non-whites. ' Today, companies representing more than 75 per cent of the employees ; of American firms in South Africa adhere to the organized program. " Evidence that the prin ciples are working in South Africa can been seen in the removal of racially designated signs; training programs for non-whites; company- sponsored schools for non-whties; and govern ment action to 'study changes in work laws. Moreover, outside the African continent, work ing codes in Europe; Canada and Asia have been patterned after the principles -I! 1. , Non-segregation of the races in Jul eating, comfort and v work facilities. . , , 2.
